ATTY/RESO.0028/PC RESO APPROVING 1201 MAIN WITH CONDITIONS OF APPROVAL <br />REV: 04-18-23 VR <br />Page 1 of 34 <br />RESOLUTION NO. 23-06 <br /> <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY GRANTING APPROVAL OF AN ARCHITECTURAL <br />PERMIT, TENTATIVE PARCEL MAP, CONDITIONAL USE PERMIT, AND <br />AFFORDABLE HOUSING PLAN FOR THE 1201 MAIN STREET MIXED <br />USE PROJECT <br /> <br />WHEREAS, Windy Hill Property Ventures (the Applicant) submitted an <br />application for an Architectural Permit (AP2021-060), Tentative Parcel Map (TM2021- <br />012), Conditional Use Permit (UP2021-016), and Affordable Housing Plan to construct a <br />five-story mixed use building (the Project), with 71,904 square feet of office and 28 <br />residential units 4 of which are deed restricted affordable units which is within the Mixed- <br />Use Transitional Zoning District; and <br /> <br />WHEREAS, on March 2, 2023, the Architectural Advisory Committee (AAC) of the <br />City of Redwood City conducted a public hearing to consider the proposed project and <br />voted 3-0 to recommend that the Planning Commission approve the Project; and <br /> <br />WHEREAS, on April 5, 2023, the Subdivision Committee of the City of Redwood <br />City conducted a public hearing to consider the proposed project and voted 2-0 to <br />recommend that the Planning Commission approve the Project; and <br /> <br />WHEREAS, the project is Categorically Exempt from the California Environmental <br />Quality Act under Class 32 – Infill Development Projects (14 CCR 15332) because it <br />meets the general plan and zoning regulations, is on a lot of no more than five acres <br />substantially surrounded by urban uses, does not contain habitat for endangered species, <br />and would not result in significant effects related to traffic, noise, air quality, or water <br />quality, as demonstrated by the substantial evidence contained in the CEQA Exemption <br />Memo considered by the Planning Commission concurrently with the project; and <br /> <br />WHEREAS, the Planning Commission is empowered by Zoning Ordinance Article <br />29 (Requirements for Affordable Housing), Article 45 (Architectural Permits), and Article
