ATTY/RESO.0051/HRAC RESO 1100 EL CAMINO REAL <br />REV: 06-05-023 JB <br />Page 1 of 2 <br />RESOLUTION NO. _____ <br />A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br />COMMITTEE OF THE CITY OF REDWOOD CITY RECOMMENDING <br />THAT THE PLANNING COMMISSION APPROVE A DOWNTOWN <br />PLANNED COMMUNITY PERMIT NO. DPC2022-001 AND SIGN PERMIT <br />NO. SP2023-018 FOR THE PROJECT LOCATED AT 1100 EL CAMINO <br />REAL IN ACCORDANCE WITH THE DOWNTOWN PRECISE PLAN <br />WHEREAS, the applicant, Haylong Shue (the “Applicant”), filed an application for <br />a Downtown Planned Community Permit and Sign Permit for exterior modification to an <br />existing commercial structure built in 1941-42 (the “Project”) at 1100 El Camino Real (the <br />“Property”), in the Downtown Precise Plan Area (“DTPP”); and <br />WHEREAS, under Section 2.0.3.A.3 of the DTPP, the Project is classified as a <br />Historic Project, and the Historic Resources Advisory Committee (“HRAC”) shall review <br />the Project for conformance to the applicable standards and guidelines of the DTPP <br />Historic Resources Preservation Regulations and shall make a recommendation to the <br />Planning Commission; and <br />WHEREAS, Chapter 2.1 of the DTPP (Historic Resource Preservation <br />Regulations) identifies the Property as a Historic Resource to be Preserved (Resource <br />Q) and also includes specific Historic Preservation Regulations in the form of Standards <br />and Guidelines for a proposed development project on the site; and <br />WHEREAS, under Section 2.1.4.A of the DTPP, projects which propose additions <br />or modifications to a property designated as a “Historic Resource to be Preserved” on the <br />Historic Resources Preservation Regulations Map shall be reviewed by a qualified <br />architect or architectural historian who shall make a recommendation to the HRAC as to <br />whether the project fully adheres to the Secretary of the Interior’s Standards for <br />Rehabilitation, as well as to whether any specific modifications are necessary to do so; <br />and <br />WHEREAS, on July 13, 2022, Johanna Street, a California licensed architect <br />specializing in historic preservation prepared a Compatibility Evaluation for the proposed <br />Project at the Property (“Compatibility Evaluation”), attached hereto as Exhibit A, and <br />incorporated by reference; and <br />WHEREAS, the Compatibility Evaluation concludes that the proposed Project <br />appears to meet the majority of the DTPP Standards and Guidelines and the Secretary <br />of Interior’s Standards for Rehabilitation, and proposed recommendations for greater <br />compliance and compatibility; and <br />WHEREAS, in response to the Compatibility Evaluation, the Applicant modified <br />the project to include an addition in a simple contemporary style which appears to be <br />23-03
