ATTY/RESO.0088/PC RESO GRANTING APPROVAL OF A USE PERMIT FOR 690 VETERANS BLVD <br />REV: 09-08-2020 PR <br />Page 1 of 19 <br />RESOLUTION NO. 20-08 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY GRANTING APPROVAL OF A USE PERMIT, PLANNED <br />DEVELOPMENT PERMIT, TENTATIVE MAP, AND ARCHITECTURAL <br />PERMIT FOR THE 690 VETERANS BOULEVARD HOTEL PROJECT AND <br />FINDING THAT THE PROJECT IS EXEMPT FROM THE REQUIREMENTS <br />OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT <br /> <br />WHEREAS, Sunny Goyal (the Applicant) submitted an application for an <br />Architectural Permit (AP2019-024), Conditional Use Permit (UP2019-003), Tentative Map <br />(TM2019-002), and Planned Development Permit (PD2019-003) to construct a four-story, <br />53,670 square foot hotel (the Project) located at 690 Veterans Boulevard which is within the <br />Mixed-Use Corridor – Veterans Boulevard (MUC-VB) District; and <br />WHEREAS, on August 20, 2020, the Architectural Advisory Committee of the City of <br />Redwood City conducted a public hearing to consider the proposed project and voted 4-0 to <br />recommend that the Planning Commission (the Commission) approve the Project; and <br />WHEREAS, the Commission is empowered by Zoning Ordinance Article 45 <br />(Architectural Permits), Article 42 (Use Permits), and Article 46 (Planned Development <br />Permits) to act upon applications for Architectural Permits, Use Permits, and Planned <br />Development Permits, and is also empowered by the Subdivision Map Act and Redwood <br />City Code Chapter 30 to consider Tentative Map Applications; and <br />WHEREAS, on September 15, 2020, the Commission conducted a duly noticed <br />public hearing, in accordance with all applicable requirements of the State Planning and <br />Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to <br />consider approval of the Project, and received and considered oral and written reports and <br />application materials; and <br />WHEREAS, on September 15, 2020, the Commission considered the staff reports, <br />oral and written, and testimony and materials presented by all those wishing to be heard on <br />this Project at the duly noticed public hearing on this matter; and <br />WHEREAS, the Commission considered whether the Project is categorically exempt <br />from the requirements of the California Environmental Quality Act (CEQA), pursuant to CEQA <br />Guidelines Section 15332 (Class 32 - “Infill Development”) as explained in the CEQA <br />compliance memorandum attached to the staff report (“CEQA Memorandum”); and <br />WHEREAS, the Commission has determined that the proposed Project is consistent <br />with the General Plan goals and Zoning District standards and other applicable provisions of <br />the Redwood City Municipal Code and Zoning Ordinance, and Subdivision Map Act. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY AS FOLLOWS: <br />Section 1. The Planning Commission, having independently heard, considered and <br />weighed all the evidence in the record, finds that the above recitals are accurate and <br />constitute findings in this matter and, together with the staff report and the application
