ATTY/RESO.0063/PC RESO ZONING ORDINANCE AMENDMENT ARTICLE 29 <br />REV: 08-12-21 SK <br />Page 1 of 17 <br />RESOLUTION NO. 21-07 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL AMEND <br />ZONING ORDINANCE ARTICLE 29 (REQUIREMENTS FOR AFFORDABLE <br />HOUSING) <br />WHEREAS, on June 25, 2018, the City Council of the City of Redwood City (the "City <br />Council") adopted Ordinance 1130-375, the Affordable Housing Ordinance, set forth in Article 29 <br />of the Redwood City Zoning Code (the "Ordinance"); and <br />WHEREAS, the Planning Commission of the City of Redwood City is empowered to <br />recommend amendments to the Zoning Ordinance. Modifications to the Affordable Housing <br />Ordinance (the “Ordinance Amendment”) would further the purposes of the Ordinance; and <br />WHEREAS, the Ordinance Amendment is proposed in an effort to create and maintain a <br />jobs/housing balance and to increase affordable housing opportunities for very low to moderate <br />income residents and very low to moderate income persons employed in the City of Redwood <br />City. The purpose and findings supporting the Ordinance Amendment are more specifically <br />outlined in Section 29.1 of the Ordinance Amendment and are incorporated herein by this <br />reference; and <br />WHEREAS, on August 17, 2021, the Planning Commission held a duly-noticed public <br />hearing on the proposed Ordinance Amendment in accordance with all applicable requirements. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE <br />CITY OF REDWOOD CITY, AS FOLLOWS: <br />SECTION 1. RECITALS <br /> The foregoing recitals are true and correct, are hereby incorporated herein by this <br />reference as if fully set forth in their entirety, and constitute findings in this matter. <br />SECTION 2. FINDINGS <br /> The Planning Commission finds that the proposed Ordinance Amendment is in the public <br />interest and consistent with the Redwood City General Plan as described in the accompanying <br />staff report. <br />SECTION 3. CEQA <br /> <br /> The proposed Ordinance Amendment has been reviewed with respect to applicability of <br />the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines (California <br />Code of Regulations, Title 14, Sections 15000 et seq.). The Planning Commission finds, based <br />on its independent judgment, that the approval of the proposed Ordinance Amendment is not <br />considered a project under Public Resources Code Section 21605 and CEQA Guidelines Section <br />15378, because the activity will not result in a direct or reasonably foreseeable indirect physical <br />change in the environment. In addition, the Amendment is exempt from CEQA as it can be seen
