ATTY/RESO.0073/PC RESO 239 VERA AVE <br />REV: 09-24-2021 VR <br />Page 1 of 16 <br />RESOLUTION NO. 21-10 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY GRANTING APPROVAL OF A CONDOMINIUM <br />PERMIT, TENTATIVE MAP, AN D ARCHITECTURAL PERMIT FOR 239 <br />VERA AVENUE AND FINDING THAT THE PROJECT IS EXEMPT <br />FROM THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL <br />QUALITY ACT <br />WHEREAS, Ryan Lai (the “Applicant”) submitted an application for a <br />Condominium Permit (CP2020-001), Tentative Map (TM2020-001), and Architectural <br />Permit (AP2020-08), to construct a three- story, 5 unit residential building (the “Project”) <br />located at 239 Vera Avenue, which is within the R-4 Zoning District; and <br />WHEREAS, the Planning Commission of the City of Redwood City (the <br />“Commission”) is empowered by the Redwood City Zoning Ordinance to act upon <br />applications for Architectural Permits, and is empowered by the Subdivision Map Act and <br />the Redwood City Municipal Code, to act upon applications for Tentative Map and <br />Condominium Permit applications; and <br />WHEREAS, on September 21, 2021, the Commission conducted a duly noticed <br />public hearing, in accordance with all applicable requirements of the State Planning and <br />Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to <br />consider the Project; and <br />WHEREAS, the Commission considered the staff reports, oral and written <br />testimony and materials presented by all those wishing to be heard on the Project; and <br />WHEREAS, the Commission considered whether the Project is categorically <br />exempt from the requirements of the California Environmental Quality Act (“CEQA”), <br />pursuant to CEQA Guidelines Section 15332 (Class 32 - Infill Development) as explained <br />in the CEQA compliance memorandum attached to the staff report (“CEQA <br />Memorandum”); and <br />WHEREAS, the Commission has determined that the proposed Project is <br />consistent with the General Plan goals and applicable Zoning District standards and other <br />applicable provisions of the Redwood City Municipal Code and Zoning Ordinance, and <br />Subdivision Map Act and desires to approve the Project. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY AS FOLLOWS: <br />Section 1. The Commission, having independently heard, considered and weighed <br />all the evidence in the record, finds that the above recitals are accurate and constitute <br />findings in this matter and, together with the staff report and the application materials, <br />including without limitation the CEQA determination, development plans, and all other <br />documents, reports, studies, memoranda, maps, oral and written testimony, and materials
