ATTY/RESO.0070/CC RESO 1900 BROADWAY (CEQA) <br />REV: 10-23-24 VR <br />Page 1 of 5 <br />RESOLUTION NO. ____ <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY DETERMINING THAT ENVIRONMENTAL REVIEW OF THE 1900 <br />BROADWAY PROJECT HAS BEEN COMPLETED PURSUANT TO <br />SECTION 15168 AND SECTION 15183 OF THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES <br />WHEREAS, Lane Partners (“Applicant”) submitted a planning application for a <br />development project located at 1900 Broadway in Redwood City, consisting of an <br />approximately 256,205 square foot mixed-use commercial office building with <br />approximately 10,060 sq. ft. of ground floor retail space, approximately 1,000 sq. ft. for a <br />community room, 715 sq. ft. for a storage space, and approximately 12,085 sq. ft. for a <br />public plaza area (the “Project”); and <br />WHEREAS, the Project site has a General Plan Land Use designation of Mixed <br />Use-Downtown and located within the Downtown Precise Plan (“DTPP”), and is within the <br />Planned Community (P-Downtown (Downtown Precise Plan) Zoning District; and <br />WHEREAS, on January 24, 2011, the City Council of Redwood City adopted <br />Resolution No. 15086, certifying the Final Environmental Impact Report for the Redwood <br />City Downtown Precise Plan, State Clearinghouse No. 2006052027 (“DTPP EIR”), and <br />adopted California Environmental Quality Act (“CEQA”) Findings of Fact, a Statement of <br />Overriding Considerations, and a Mitigation Monitoring and Reporting Program (“MMRP”) <br />and in conjunction, the City Council adopted and approved the DTPP, and amendments <br />the General Plan to ensure consistency between the DTPP and the General Plan; and <br />WHEREAS, in March 2020, the Applicant submitted a Project proposal for 1900 <br />Broadway for consideration of General Plan Amendment as part of the City of Redwood <br />City implementation of a one-time process to evaluate multiple pending General Plan <br />Amendment initiation requests which are necessary because the Maximum Allowable <br />Development cap for office has been reached in the DTTP area (“Gatekeeper Project”); <br />and <br />WHEREAS, on May 24, 2021, the City Council adopted Resolution No. 15954 and <br />initiated General Plan Amendment proceedings for 1900 Broadway as one of the six <br />Gatekeeper Projects located within the DTPP and also to require a DTPP Amendment; <br />and <br />WHEREAS, on June 26, 2023, in consideration of the Gatekeeper Projects <br />(including 1900 Broadway), the City Council adopted Resolution No. 16153, certifying the <br />Final Subsequent Environmental Impact Report for amendments to the DTPP, referred <br />as the “DTPP Plan Wide Amendments”, State Clearinghouse No. 2021090249 (“DTPP <br />SEIR”), and adopting CEQA Findings of Fact, a Statement of Overriding Considerations, <br />and a Mitigation Monitoring and Reporting Program and in conjunction, the City Council <br />adopted and approved the amendments to the DTPP and amendments to the General <br />16254
