ATTY/RESO.0093/CC RESO APPROVING AND AUTHORIZING TO EXECUTE THE SECOND REVISED AND RESTATED JPA (ESC) <br />REV: 12-19-24 MI <br />Page 1 of 2 <br />RESOLUTION NO. 16272 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING AND AUTHORIZING THE CITY MANAGER OR <br />THEIR DESIGNEE TO EXECUTE THE SECOND REVISED AND <br />RESTATED JOINT EXERCISE OF POWERS AGREEMENT SAN MATEO <br />COUNTY OPERATIONAL AREA EMERGENCY SERVICES <br />ORGANIZATION <br />WHEREAS, the Emergency Services Council (ESC) of the San Mateo Operational <br />Area was established to coordinate emergency planning and response among local <br />governments, special districts, and other stakeholders; and <br />WHEREAS, the ESC operates to enhance regional capabilities in all phases of <br />emergency management, including prevention, protection, response, recovery, and <br />mitigation, while also maintaining essential public information systems such as SMC Alert; <br />and <br />WHEREAS, the ESC first formalized its mission through the Joint Powers <br />Agreement (JPA) in 1997, which has been amended and restated to address evolving <br />operational needs and practices; and <br />WHEREAS, significant changes have occurred since 2014, including the <br />establishment of the Department of Emergency Management (DEM) as a standalone <br />agency separate from the Sheriff’s Office, necessitating updates to the JPA to accurately <br />reflect the ESC's current structure and operations; and <br />WHEREAS, the ESC unanimously approved updates to the JPA that include <br />standardizing nomenclature, revising agreement language, and clarifying the roles and <br />responsibilities of the ESC, the ESC Finance Committee, and the DEM; and <br />WHEREAS, adoption of the updated JPA is essential to ensuring that the City of <br />Redwood City continues to receive critical emergency management services, including <br />hazardous materials response, public alert systems, and emergency training and <br />exercises; and <br />WHEREAS, the City Council recognizes the importance of maintaining strong <br />regional partnerships and adopting agreements that reflect best practices in emergency <br />planning and response. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />1.The recitals set forth above are true and correct and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety.
