ATTY/RESO.0011/CC RESO LAFCO (SMC) WATER & SEWER SERVICES <br />REV: 04-24-25 LF <br />Page 1 of 3 <br />RESOLUTION NO. 16293 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AUTHORIZING APPLICATIONS TO THE LOCAL AGENCY <br />FORMATION COMMISSION OF SAN MATEO COUNTY REQUESTING <br />APPROVAL FOR NEW OR EXTENDED WATER AND/OR SEWER <br />SERVICES TO THE AFFECTED TERRITORY OUTSIDE <br />JURISDICTIONAL BOUNDARIES PURSUANT TO GOVERNMENT <br />CODE SECTION 56133 <br />WHEREAS, the Government Code Section 56133 requires that a city or district <br />may provide new or extended services by contract or agreement outside its jurisdictional <br />boundaries only if it first requests and receives written approval from the Local Agency <br />Formation Commission in which the affected territory is located; and <br />WHEREAS, the Local Agency Formation Commission of San Mateo County <br />(LAFCo) requires that as part of the application for new or extended water and/or sewer <br />services outside jurisdictional boundaries, the City submit a resolution from the City <br />Council authorizing such an application; and <br />WHEREAS, staff has identified territory in the unincorporated areas of the City <br />within Emerald Lake Hills, Oak Knoll Manor, Kensington Square and North Fair Oaks, <br />more particularly delineated and shown in the GIS mapping attached as Exhibit A for <br />which the City currently provides water and/or sewer services that is outside the <br />jurisdictional boundaries of the City but within the sphere of influence of the City and its <br />water and sewer area (the “Affected Territory”); and <br />WHEREAS, the County of San Mateo’s approval of the building permits in the <br />Affected Territory is conditioned upon the individual property owner obtaining a new water <br />and/or sewer connection; and <br />WHEREAS, the City, from time to time, receives requests from individual property <br />owners to provide new or extended water and/or sewer services to the Affected Territory; <br />and <br />WHEREAS, LAFCo requires that the City Council adopt a resolution authorizing <br />applications requesting approval from LAFCo to provide new or extended water and/or <br />sewer services to each individual parcel in the Affected Territory; and <br />WHEREAS, the City Council has reviewed the description of the Affected Territory, <br />and desires to authorize the submittal of applications to LAFCo requesting approval to <br />provide new or extended water and/or sewer services to properties within the Affected <br />Territory.
