ATTY/RESO.0028/CC RESO CEQA GUIDLINES (920 SHASTA) <br />REV: 04-22-25 VR <br />Page 1 of 4 <br />RESOLUTION NO. 16295 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY DETERMINING THAT ENVIRONMENTAL REVIEW OF THE 920 <br />SHASTA PROJECT HAS BEEN COMPLETED PURSUANT TO SECTION <br />15168 AND SECTION 15183 OF THE CALIFORNIA ENVIRONMENTAL <br />QUALITY ACT (CEQA) GUIDELINES <br />WHEREAS, Abode Communities (“Applicant”) submitted an application for an <br />Architectural Permit (AP2023-009), a Vesting Tentative Parcel Map (TM2023-002), State <br />Density Bonus law concessions and waiver, Affordable Housing Plan, Affordable Housing <br />Land Donation Agreement, and a Relocation Plan for the development of 99 deed <br />restricted affordable units and one caretaker’s unit at 920 Shasta Street and 122 Buckeye <br />Street (the “Project”); and <br />WHEREAS, the Project site has a General Plan Land Use designation of Mixed <br />Use – Transitional and is located within the Mixed Use – Transitional (MUT) Zoning <br />District; and <br />WHEREAS, on February 13, 2023, the City Council of Redwood City adopted <br />Resolution No. 16124, certifying the Final Environmental Impact Report for its Focused <br />General Plan Update to the Housing, Built Environment, Public Safety, Building <br />Community, and Natural Resources & Environmental Justice Elements, State <br />Clearinghouse No. 2022100449 (“GPU EIR”), prepared in accordance with California <br />Environmental Quality Act (“ CEQA”) Guidelines Section 15168 and adopting CEQA <br />Findings of Fact, a Statement of Overriding Considerations, and a Mitigation Monitoring <br />and Reporting Program and in conjunction, the City Council approved the updated <br />Housing Element and other General Plan updates; and <br />WHEREAS, CEQA Guidelines Section 15183 provides for streamlined <br />environmental review for projects that are consistent with the development density <br />established by existing zoning, community plan or General Plan Policies for which an <br />Environmental Impact Report (“EIR”) was certified, except as might be necessary to <br />examine whether there are project-specific significant effects which are peculiar to the <br />Project or its site; and <br />WHEREAS, CEQA Guidelines Section 15183 specifies that when reviewing a <br />project that meets the requirements of this section, a public agency shall limit its <br />examination of environmental effects to those that the agency determines in an <br />environmental checklist or other analysis; and <br />WHEREAS, a CEQA Guidelines Section 15183 Consistency Checklist (“CEQA <br />Consistency Checklist”), dated April 1, 2025 and attached as Exhibit A and incorporated <br />herein, was prepared by the City’s Planning Division, which provides substantial evidence <br />that the Project is within the scope of the GPU EIR; and
