ATTY/RESO.0030/CC RESO WATER SUPPLY ASSESSMENT (901 EL CAMINO REAL) <br />REV: 04-22-25 VR <br />Page 1 of 2 <br />RESOLUTION NO. 16297 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING THE WATER SUPPLY ASSESSMENT FOR THE 901 <br />EL CAMINO REAL PROJECT <br />WHEREAS, in 2001 the California State Legislature enacted Senate Bill 610 <br />(Costa) amending state law effective January 1, 2002 to improve the link between <br />information on water supply availability and certain land use decisions made by cities and <br />counties; and <br />WHEREAS, SB 610 requires water assessments must be furnished to local <br />governments for inclusion in any environmental documentation for projects, as defined in <br />Water Code Section 10910 et seq., subject to the California Environmental Quality Act <br />(CEQA); and <br />WHEREAS, the Public Works Services Department operates the City’s water <br />system classified as a public water system as defined by Water Code Section 10912(c); <br />and <br />WHEREAS, El Camino Real Holdings JV (“Commercial Applicant”), submitted a <br />planning application for a development project located at 901 El Camino Real consisting <br />of a 6-story, 92-feet tall, approximately 305,225 square foot mixed-use office building with <br />Research and Development, Laboratory uses (“R&D, Lab”), an approximately a 6,450 <br />square foot Teen Center/Multi-Purpose space, a 3,900 square foot public plaza, and a <br />10,150 square foot passive creek open space on private property (the “Commercial <br />Project”); and <br />WHEREAS, to satisfy its obligation under the City’s Affordable Housing Ordinance, <br />the Commercial Developer proposes to donate land, which will be developed by a <br />qualifying affordable housing partner. The proposed affordable housing partner, Abode <br />Communities (“Housing Applicant”), submitted an application for an Architectural Permit <br />(AP2023-009), a Vesting Tentative Parcel Map (TM2023-002), State Density Bonus law <br />concessions and waiver, Affordable Housing Plan, Affordable Housing Land Donation <br />Agreement, and a Relocation Plan for the development of 99 deed restricted affordable <br />units and one manager’s unit at 920 Shasta Street and 122 Buckeye Street (the <br />“Residential Project”); and <br />WHEREAS, the Residential Project and Commercial Project are being processed <br />concurrently and their combined demand meets the requirements in Water Code Section <br />10912(a) for a project requiring a water supply assessment; and <br />WHEREAS, the Community Development Department serving as the lead agency <br />under CEQA requested the City’s Public Works Services Department to prepare a Water <br />Supply Assessment for the Residential Project and Commercial Project; and
