ATTY/RESO.0074/CC RESO LONG-HAUL VANPOOL PROGRAM & AUTHORIZE SMCTA 2025 CYCLE TDM PROGRAM FUNDING <br />REV: 07-14-25 VR <br />Page 1 of 2 <br />RESOLUTION NO.16337 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY SUPPORTING THE LONG-HAUL COMMUNITY VANPOOL <br />PROGRAM AND AUTHORIZING THE SUBMITTAL OF AN <br />APPLICATION TO THE SAN MATEO COUNTY TRANSPORTATION <br />AUTHORITY FOR 2025 CYCLE 3 TDM PROGRAM FUNDING <br />WHEREAS, creating and maintaining a multimodal, safe, and accessible <br />transportation network is one of the City of Redwood City (Project Sponsor) City Council’s <br />adopted strategic priorities; and <br />WHEREAS, on June 5, 2025, the San Mateo County Transportation Authority (TA) <br />issued a call for projects for the combined Cycle 3 for the Alternative Congestion Relief <br />and Transportation Demand Management (TDM) Program. Approximately $7.97 million <br />is available for the two-year funding cycle for Fiscal Years 2026 and 2027; and <br />WHEREAS, on April 17, 2025, the Council Transportation and Mobility <br />subcommittee heard recommendations on the formation of a Transportation Management <br />Association (TMA) for Redwood City. The subcommittee supported the staff’s <br />recommendation to conduct a pilot of potential TMA services; and <br />WHEREAS, many essential workers do not have remote work options and are <br />required to commute long distances from the areas where they have found housing. <br />These locations often have limited access to affordable, convenient, reliable <br />transportation to and from their jobs. Leading many essential workers to choose to drive <br />solo in their cars on long commutes; and <br />WHEREAS, the establishment of a Long-haul Community Vanpool program within <br />the Bay Area will reduce traffic congestion, improve essential workers’ quality of life, and <br />cut vehicle-related emissions; and <br />WHEREAS, the Project Sponsor identified a need for long-haul transportation <br />options for Redwood City essential workers; and <br />WHEREAS, the Project is aligned with the TA’s requirements for this Call for <br />Projects; and <br />WHEREAS, it will cost $550,000 to complete the planning, design, implementation, <br />and one year of operating the Long-haul Community Vanpool program; and <br />WHEREAS, the Project Sponsor seeks $500,000 for the Project; and
