ATTY/RESO.0111/CC RESO CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL EIR (YMCA PROJECT CEQA) <br />REV: 11-06-25 VR <br />Page 1 of 4 <br />RESOLUTION NO. 16365 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY CONSIDERING AND APPROVING AN ADDENDUM TO THE FINAL <br />ENVIRONMENTAL IMPACT REPORT (SCH # 2016112041) FOR THE <br />VETERANS MEMORIAL SENIOR CENTER/YMCA PROJECT IN <br />ACCORDANCE WITH THE REQUIREMENTS OF THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT <br />WHEREAS, the City and the Young Men’s Christian Association of Silicon Valley <br />(“YMCA-SV”) have entered into a Master Project Agreement dated December 16, 2019, <br />which set forth the respective responsibilities, rights and obligations of the parties for the <br />development of a two-phase project involving a new Veterans Memorial Building /Senior <br />Center and associated public improvements (“Phase 1”), and a new YMCA facility and <br />associated public improvements (“Phase 2”; together with Phase 1, the “Project”) the <br />Project at Red Morton Park; and <br />WHEREAS, concurrently on December 16, 2019, the City Council in Resolution <br />No. 15813 certified the Final Environmental Impact Report (State Clearinghouse # <br />2016112041) for the Project (“2019 EIR”) and adopted a statement of overriding <br />considerations and a mitigation monitoring and reporting program (“MMRP”) pursuant to <br />the California Environmental Quality Act (“CEQA”; Public Resources Code Section 21000 <br />et seq.) and the CEQA Guidelines (Title 14, Sections 15000 et seq. of the California Code <br />of Regulations), and concurrently approved Phase 1; and <br />WHEREAS, on October 3, 2022, the City Council approved changes to the Project <br />that provided for an alternative traffic calming intersection design for the Phase 1 Vera <br />Avenue/Valota Road intersection as part of Phase 1 and concurrently considered and <br />approved an Addendum (“Addendum #1) to the 2019 EIR; and <br />WHEREAS, the applicant, YMCA-SV (“Applicant”), has submitted an application <br />for an Architectural Permit for Phase 2 of the Project (the “Architectural Permit”) to <br />construct a new two-story, 32 foot tall, 36,535 square foot building including a health and <br />wellness center, aquatic center with indoor and outdoor pools and a childcare facility at <br />1455 Madison Avenue (the “Property”), which application proposes to amend the original <br />design of the Project by increasing the YMCA building by 1,353 square feet, allowing <br />alternative driveway access on Madison Avenue, and providing planned sewer system <br />upgrades as part as part of Phase 2 of the Project (collectively with the Architectural <br />Permit and the Master Agreement amendments, the “Modified Project); and <br />WHEREAS, pursuant to CEQA Guidelines Section 15164, because the Modified <br />Project proposed by the Applicant included design changes that were not included in the <br />Project evaluated in the 2019 EIR, an Addendum (Addendum #2) to the 2019 EIR has <br />been prepared evaluate the Modified Project which is attached hereto as Exhibit “A”; and
