The <br />site is 0.69 acres and bordered by Cassia Street to the northwest, Middlefield Road to the northeast, <br />commercial and multifamily residential then Heller Street to the southwest and both multifamily and <br />single-family residential uses to the southeast. The site is vacant but used for street ministry services <br />led by Rise City Church that would be discontinued to accommodate the proposed project. The <br />project location is shown in Figure 1 - Regional Map and Figure 2 - Site Map. The target demographic <br />is income qualifying families and individuals. <br /> <br />Description of the Proposed Project [24 CFR 50.12 & 58.32; 40 CFR 1508.25]: <br />Sand Hill Property Company is proposing to develop the Rise City Affordable Housing project on a 0.69-acre <br />site located at 1304 Middlefield Road in the Staumbaugh Heller Neighborhood in Redwood City, San Mateo <br />County, California (APN 053-145-230, 053-145-240, and 053-145-260). The subject property is used for street <br />ministry services which would be discontinued to accommodate the proposed project. The site is bordered <br />by Cassia Street to the northwest, Middlefield Road to the northeast, commercial and multifamily residential <br />then Heller Street to the southwest and both multifamily and single-family residential uses to the southeast. <br />The site is zoned Residential (R)-4 and designated Residential-High (40 du/acre) in the Redwood City General <br />Plan. The site plan is shown in Figure 2. The site is within walking distance of downtown Redwood City <br />markets, restaurants, and shopping. The site plan is shown in Figure 3. Proposed elevations are shown in <br />Figure 4. An APN tax map is provided as Figure 5. The proposed 100% affordable project will consist of 94 <br />units, with a mix of studios, 1-bed, and 2-bed units, along with both indoor and outdoor amenities. The <br />project is approximately 97,000 square feet and a total of 7 stories - 5 floors of Type-IIIA over 2 levels of <br />Type-IA construction. Two residential structures are joined at each level by a pedestrian bridge and <br />connected by a concrete podium that houses the parking for the project and most of the common and <br />support spaces. Residential support programs include on-site property management offices, computer labs, <br />community rooms with kitchens, maintenance shop and indoor bicycle storage. The 94 units will be
