REV: 07-10-25 VR <br />MEMORANDUM OF UNDERSTANDING <br />BETWEEN THE CITY OF REDWOOD CITY AND <br />THE COUNTY OF SAN MATEO REGARDING <br />DIRECTOR OF INTERJURISDICTIONAL OPERATIONS RYAN MONAGHAN <br />This Memorandum of Understanding (hereinafter referred to as “MOU”) is made <br />and entered into on this ______ day of ________ 2025 (the “Effective Date”) by and <br />between the County of San Mateo (“County”) and the City of Redwood City (“City”). City <br />and County are collectively referred to herein as the “Parties”. <br />RECITALS <br />A. Victims of human trafficking have been found in every region of California and the <br />FBI has identified the San Francisco Bay Area as an area of high prevalence. The <br />San Mateo County Police Chiefs and Sheriff Association (“Chiefs Association”), <br />along with local, regional, and state law enforcement entities, desire to revitalize and <br />reimagine human trafficking reduction efforts. To help facilitate regional anti- <br />trafficking efforts, the Parties are creating a countywide program to focus on human <br />trafficking enforcement and prevention. (Referred to herein as the “Interjurisdictional <br />Program”.) <br />B. Redwood City Police Chief Kristina Bell is on the Executive Board of the Chiefs <br />Association and has prior leadership in anti-human-trafficking efforts. Chief Bell is <br />particularly qualified to play a key role in the Interjurisdictional Program and will <br />collaborate with the County for the Interjurisdictional Program. <br />C. Chief Inspector Ryan Monaghan of the San Mateo County District Attorney’s Office <br />will assume a countywide role as Director of Interjurisdictional Operations with <br />special assignment duties focused on providing countywide leadership of the <br />Interjurisdictional Program towards human trafficking interdiction. Chief Inspector <br />Monaghan is referred to herein as “Director Monaghan”. <br />D. In his role as Director of Interjurisdictional Operations, Director Monaghan will be <br />headquartered at the Redwood City Police Department located at 1301 Maple Street <br />in Redwood City and will report to Police Chief Kristina Bell. <br />E. The purpose of this MOU is to set forth the terms of a relationship between the <br />County and the City regarding Director Monaghan and to address the roles and <br />responsibilities between the City and the County. <br />NOW THEREFORE, in consideration of the mutual promises herein, the Parties <br />agree as follows: <br />ATTY/AGR.2025.170/County of San Mateo (MOU Between RWC and SMC for Ryan Monaghan) (Page 1 of 8) <br />18 July
