ATTY/RESO.0019/CC RESO 2026 ANNUAL ACTION PLAN (CDBG) <br />REV: 05-01-26 LF <br />Page 1 of 2 <br />RESOLUTION NO. 16405 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING THE PROGRAM YEAR 2026 ANNUAL ACTION PLAN <br />FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS; <br />CERTIFIYING THAT THE CITY HAS FOLLOWED ITS ADOPTED <br />COMMUNITY PARTICIPATION PLAN; AND AUTHORIZING CITY <br />MANAGER TO SUBMIT AN APPLICATION FOR CDBG FUNDS AND <br />EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING <br />THERETO <br />WHEREAS, the United States Department of Housing and Urban Development’s <br />(“HUD”) Community Development Block Grant Program (“CDBG”), authorized pursuant <br />to Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as <br />amended (the “Act”), provide Redwood City (“City”) with federal entitlement grant funds <br />to finance a continuum of activities ranging from public services to economic development <br />and the preservation and production of affordable housing; and <br />WHEREAS, the Act requires that jurisdictions receiving federal funds develop a <br />consolidated plan with the objective of developing viable urban communities by providing <br />decent housing, a suitable living environment, and economic opportunities, principally for <br />persons of low or moderate income (“Consolidated Plan”); and <br />WHEREAS, the City has prepared a five-year Consolidated Plan for fiscal years <br />2023 through 2027 and Program year 2026 (“PY 2026”) represents the fourth year of the <br />Consolidated Plan; and <br />WHEREAS, the Consolidated Plan is carried out through Annual Action Plans, <br />which provide a concise summary of the actions, activities, and the specific federal and <br />non-federal resources that will be used each year to address the priority needs and <br />specific goals identified by the Consolidated Plan; and <br />WHEREAS, the City Council has been presented with, and has reviewed the PY <br />2026 Annual Action Plan; and <br />WHEREAS, City Council supports submission of an application for CDBG funds in <br />the amount of $643,540 for the period of July 1, 2026, through June 30, 2027; and <br />WHEREAS, the proposed activities in the PY 2026 Annual Action Plan have been <br />determined to be exempt, categorically excluded, or have a finding of no significant impact <br />under the National Environmental Protection Act (NEPA), or will be subject to further <br />reviews when specific sites and detailed project descriptions are determined; and <br />WHEREAS, the City has prepared a Notice of Exemption to be filed with the <br />County Clerk of San Mateo County demonstrating that the proposed activities in the FY <br />2023-2027 Consolidated Plan and PY 2026 Annual Action Plan are exempt from the
