ATTY/ORD.0003/CC ORD AMENDING CHAPTER 33B TO ADD ENTERTAINMENT ZONES <br />REV: 05-06-26 VR <br />Page 1 of 7 <br />ORDINANCE NO. 2560 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING CHAPTER 33B OF THE REDWOOD CITY MUNICIPAL <br />CODE TO ESTABLISH AN ENTERTAINMENT ZONE ON THE 2000 <br />BLOCK OF BROADWAY AND THE CROSS-SECTION OF REDWOOD <br />CREEK BETWEEN BROADWAY AND THE MAIN STREET PARKING <br />LOT (BROADWAY PEDESTRIAN MALL) CONSISTENT WITH SENATE <br />BILL 969 AS CODIFIED IN CALIFORNIA BUSINESS AND <br />PROFESSIONS CODE SECTION 25692 AND MISCELLANEOUS <br />RELATED CHANGES <br />WHEREAS, in 2025, the State of California adopted Senate Bill 969 (codified in <br />California Business and Professions Code Section 25692), which authorizes cities and <br />counties to create by ordinance entertainment zones to enable restaurants and bars to <br />sell open containers of approved alcoholic beverages for consumption within <br />entertainment zones; and <br />WHEREAS, the City Council of the City of Redwood City is committed to <br />supporting a vibrant and economically thriving Downtown and desires to enact this <br />Ordinance to establish an entertainment zone for the purpose of allowing licensees to sell <br />beer and wine for off-site consumption in designated public spaces during certain hours <br />for the purpose of attracting more Downtown visitors and boosting spending at local <br />establishments; and <br />WHEREAS, establishing a Downtown Entertainment Zone will enhance the <br />success of City Special Events, support local businesses, increase economic activity, and <br />create a community-friendly, lively atmosphere; and <br />WHEREAS, the City Council of the City of Redwood City now desires to adopt this <br />Ordinance to create a new entertainment zone on the 2000 block of Broadway and the <br />cross-section of Redwood Creek between Broadway and the Main Street Parking Lot. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br />Section 1. The City Council finds that the Recitals set forth above are true and <br />correct, and are incorporated herein by reference as if fully set forth in their entirety. <br />Section 2. The City Council finds and determines that the creation of <br />entertainment zones is categorically exempt from the California Environmental Quality <br />Act (“CEQA”) as such action is a minor temporary use of land having negligible or no <br />permanent effects on the environment pursuant to Cal. Code Regs. Tit. 14, Section <br />15304(e).
