<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD
<br />CITY AMENDING THE MUNICIPAL CODE TO IMPLEMENT THE 2023-
<br />2031 HOUSING ELEMENT, DEVELOPMENT REVIEW STREAMLINING,
<br />AND MUNICIPAL CODE MAINTENANCE
<br />WHEREAS, State Housing Element Law (Government Code Sections 65580 et
<br />seq.) required that the City Council adopt a Housing Element for the eight-year period
<br />2023-2031 to accommodate the City of Redwood City’s (City) regional housing need
<br />allocation (RHNA) of 4,588 housing units, comprised of 1,115 very-low income units, 643
<br />low-income units, 789 moderate-income units, and 2,041 above moderate-income units;
<br />and
<br />WHEREAS, to comply with State Housing Element Law, the City identified sites
<br />that can accommodate housing units meeting the City’s RHNA and the City Council
<br />adopted Housing Element 2023-2031 (the Housing Element) on February 13, 2023, in
<br />compliance with State Housing Element Law, and the California Department of Housing
<br />& Community Development certified the Housing Element on March 27, 2023; and
<br />WHEREAS, in order to allow for flexibility in future housing development, to create
<br />additional opportunities to help address the State and regional housing crisis, and to
<br />increase opportunities for affordable housing to be constructed benefitting lower-income
<br />households in Redwood City, the Housing Element sets a target of just over 150 percent
<br />of the required RHNA, or approximately 7,023 housing units, comprised of 1,478 very-
<br />low income units, 1,334 low-income units, 1,427 moderate-income units, and 2,783 above
<br />moderate-income units; and
<br />WHEREAS, the Housing Element includes Programs obligating the City to
<br />streamline development review and reduce barriers to new housing production in order
<br />to facilitate an increase in housing production, especially affordable housing production;
<br />and
<br />WHEREAS, the Focused General Plan Update EIR (State Clearinghouse No.
<br />2022100449) evaluated an update to the General Plan in 2023, including changes to the
<br />Housing, Built Environment, Public Safety, Building Community, Natural Resources,
<br />Environmental Justice Elements; and
<br />WHEREAS, on February 13, 2023, the City Council adopted Resolution No. 16124
<br />certifying the Focused General Plan Update EIR and adopting Findings of Fact, a
<br />Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting
<br />Program concurrently with the updated Housing Element and other General Plan
<br />updates; and
<br />WHEREAS, the Municipal Code requires regular maintenance to ensure that its
<br />provisions remain clear and accessible to the public, City staff, and decision-makers; that
