s REG: yc: 3/13/61-7 RE SOLUT ION NO. 3335 RESOLUTION REQUESTING THE DEPARTMENT OF PUBLIC WORKS, DIVISION OF HIGHWAYS, STATE OF CALIFORNIA, TO PROVIDE A FOUR -WAY CHANNELIZED INTERSECTION FOR BAY ROAD AT ITS INTERSECTION WITH THE PROPOSED ROUTE 214 EXPRESSWAY, AND FINDING FACTS RELATIVE TO THE INTERSECTION OF SPRING STREET AND BAY ROAD WITH THE PROPOSED ROUTE 214 EXPRESSWAY BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: 1. That this Council finds that the improvement of Bay Road is necessary in the public interest to alleviate traffic congestion at the intersection of Broadway with the Harbor Boulevard inter- change through the establishment of an intersection between Bay Road and the proposed Route 214 expressway by which traffic can be more effectively channelized. The improvement of Bay Road to four lanes of moving traffic will provide a major arterial from the major industrial area to the proposed Route 214 expressway and to the central business district. The elimination of Spring Street as a through street would limit the through intersection to the same number as proposed by the Division of Highways for the Route 214 expressway but would still permit right turn access on and off the expressway at Spring Street without interference to through traffic. The potential growth of the industrial area will generate sufficient traffic to create a need for two four - lane arterials (Broadway and Bay Road) to the central business district and the residential areas and it is the finding of this Council that Spring Street will be unable to accommodate the anticipated traffic flow* 2. That this Council finds the following facts to be true: (a) That this Council recognized that portion of Bay Road from Fifth Avenue easterly to South City limits near Florence Street to be a Major City Street by the passage of Resolution No. 1047, adopted April 2, 1951.
