0 R I G I N A L DES:djk lP/05/94 (052/39) <br /> .... 12/12/94 <br /> <br /> RESOLUTION NO. 12375 <br /> <br /> RESOLUTION SUPPORTING AND AUTHORIZING PARTICIPATION IN <br /> PILOT PROJECT TO DEVELOP A COMPREHENSIVE PLANNING <br /> STRATEGY FOR SAN MATEO COUNTY <br /> <br /> WHEREAS, traffic congestion, high cost of housing, air and <br />water pollution, aging infrastructure and economic stagnation <br />deteriorate the quality of life in the County of San Mateo and <br />Bay Area; and <br /> <br /> WHEREAS, these problems transcend political boundaries and <br />solutions therefor are frustrated by uncoordinated land use and <br />transportation planning decisions; and <br /> <br /> WHEREAS, the City of Redwood City is a member of the <br />City/County Association of Governments ("C/CAG"), a joint powers <br />authority established to resolve subregional problems through <br />multi-agency coordination and collaboration; and <br /> <br /> WHEREAS, C/CAG is participating in the preparation and <br />administration of countywide plans and programs addressing land <br />use, transportation, air and water quality and solid waste <br />management; and <br /> <br /> WHEREAS, the Association of Bay Area Governments ("ABAG") <br />encourages the City of Redwood City and other local agencies to <br />solve these problems by coordinating planning activities at the <br />subregional level, consistent with regional objectives resulting <br />in: <br /> <br /> 1. Compact urban growth near existing infrastructure; <br /> <br /> 2. Urban development that discourages long distance <br /> automobile commuting and encourages transit use; <br /> <br /> 3. Fixed urban limit lines; <br /> <br /> 4. Housing opportunities for all income levels; <br /> <br /> 5. Long term protection of natural resources; <br /> 6. Economic, jobs, and tax base growth; and <br /> <br /> <br />
