09/09/2013 <br /> ORIGINAL <br /> RESOLUTION NO. 15292 <br /> RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY 1) ACCEPTING THE FY12 PRE-DISASTER MITIGATION <br /> COMPETITIVE GRANT AWARD OF $1,952,760 FOR A TOTAL <br /> PROJECT BUDGET OF $2,603,380 FROM THE FEDERAL <br /> EMERGENCY MANAGEMENT AGENCY (FEMA) AND THE <br /> CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES <br /> (CAL OES/EMA) AND AUTHORIZING THE CITY MANAGER TO <br /> EXECUTE THE GRANT AWARD AGREEMENT AND RELATED <br /> CONTRACT DOCUMENTS; AND 2) INCREASING WATER FUND <br /> CAPITAL PROJECTS REVENUES BY $1,952,760 AND <br /> EXPENDITURES BY $794,394 TO ACCOMMODATE THE FY12 PRE- <br /> DISASTER MITIGATION COMPETITIVE GRANT AWARD FROM THE <br /> FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) AND THE <br /> CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES <br /> (Cal OES/EMA) AND PROJECT IMPLEMENTATION <br /> WHEREAS, on October 10, 2011, the City Council accepted the Water System <br /> Master Plan Report and directed staff to move forward with specific recommendations <br /> and projects for future Council consideration. The Water System Master Plan includes <br /> the groundwork for an integrated seismic improvement program that prioritizes projects <br /> based on criticality, funding levels, cost benefit ratios, and the city's level of service <br /> expectations; and <br /> WHEREAS, the master plan ranked seismic improvement projects as the highest <br /> priority among the identified capital improvement projects; consequently, staff <br /> recommends they be implemented first; and <br /> Recommended projects include: <br /> • Strengthen the wood roof of the Carson Reservoir to prevent the collapse of the <br /> roof into the reservoir. <br /> • Provide isolation valves and standpipes in the Redwood Shores region to allow <br /> for rapid resumption of water service following earthquake related damage to the <br /> water pipes in that region. <br /> • Anchor essential equipment in pump stations. <br /> • Provide flexible piping connections and/or improve anchorage at Gle�nloch, <br /> Easter Cross, Cambridge 1&2, Easter Bowl, and Wilmington Tanks to <br /> accommodate potential tank uplift or sliding. <br /> WHEREAS, since 2011, in accordance with the City Council's Grant <br /> Management directives, Staff has been aggressively pursuing grant funding from FEMA <br /> to assist in accomplishing City capital improvement goals and objectives.
