RESOLUTION NO. 13-29 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE <br /> CITY OF REDWOOD CITY CERTIFYING THE FINAL <br /> ENVIRONMENTAL IMPACT REPORT FOR THE CAMBRIDGE <br /> ACADEMY PROJECT AND ADOPTING CEQA FINDINGS OF <br /> FACT, IN ACCORDANCE WITH THE CALIFORNIA <br /> ENVIRONMENTAL QUALITY ACT <br /> WHEREAS, Carol and Nicholas Berg ("Applicants") have applied for <br /> approval of a Use Permit to operate a transitional kindergarten through 8th grade <br /> private school with up to 180 students and 20 employees at the Redwood Baptist <br /> Church property, located at 2323-2325 Euclid Avenue ("Project"); and <br /> WHEREAS, on November 27, 2012, the Planning Commission of the City <br /> of Redwood City ("Commission") held a study session to review and provide <br /> input on the Project; and <br /> WHEREAS, the City has caused the preparation of a Final Environmental <br /> Impact Report (the "Final EIR") for the Project, pursuant to the applicable <br /> requirements of the California Environmental Quality Act (Public Resources Code <br /> Section 21000 et seq.; hereafter "CEQA"), the Guidelines for Implementation of <br /> the California Environmental Quality Act (Title 14, Sections 15000 et seq. of the <br /> California Code of Regulations; hereafter, the "CEQA Guidelines"), and the <br /> Redwood City Municipal Code and Zoning Ordinance; and <br /> WHEREAS, from January 5, 2013 to February 4, 2013, the City held a <br /> public review period on the Notice of Preparation ("NOP") for the Project <br /> Environmental Impact Report ("EIR"). The City mailed, published and posted the <br /> NOP to notify responsible agencies of the State Office of Planning and Research, <br /> all interested parties and surrounding property owners that an EIR would be <br /> prepared for the Project in accordance with Section 15082 of the CEQA <br /> Guidelines; and <br /> WHEREAS, on January 29, 2013, the Commission held a public Scoping <br /> Session on the Project EIR that served as a forum for the Commission and the <br /> public to comment on the NOP, to learn about the Project, and to discuss <br /> environmental issues that should be addressed in the EIR; and <br /> WHEREAS, the Draft Environmental Impact Report for the Project ("Draft <br /> EIR") was circulated for public review and comment for 45 days beginning on <br /> August 2, 2013 and ending on September 16, 2013, and was filed with the State <br /> Office of Planning and Research under State Clearinghouse No. 2013012016. <br /> During this review period, the City received letters and emails from the public; <br /> and <br /> ATTY/RESO.2930/PC RESO FINAL EVR CAMBRIDGE ACADEMY <br /> REV:01-10-14 JS <br /> Page 1 of 8 <br />
