RESOLUTION NO. 13-29 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF REDWOOD CITY CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE CAMBRIDGE ACADEMY PROJECT AND ADOPTING CEQA FINDINGS OF FACT, IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT WHEREAS, Carol and Nicholas Berg ("Applicants") have applied for approval of a Use Permit to operate a transitional kindergarten through 8th grade private school with up to 180 students and 20 employees at the Redwood Baptist Church property, located at 2323-2325 Euclid Avenue ("Project"); and WHEREAS, on November 27, 2012, the Planning Commission of the City of Redwood City ("Commission") held a study session to review and provide input on the Project; and WHEREAS, the City has caused the preparation of a Final Environmental Impact Report (the "Final EIR") for the Project, pursuant to the applicable requirements of the California Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter "CEQA"), the Guidelines for Implementation of the California Environmental Quality Act (Title 14, Sections 15000 et seq. of the California Code of Regulations; hereafter, the "CEQA Guidelines"), and the Redwood City Municipal Code and Zoning Ordinance; and WHEREAS, from January 5, 2013 to February 4, 2013, the City held a public review period on the Notice of Preparation ("NOP") for the Project Environmental Impact Report ("EIR"). The City mailed, published and posted the NOP to notify responsible agencies of the State Office of Planning and Research, all interested parties and surrounding property owners that an EIR would be prepared for the Project in accordance with Section 15082 of the CEQA Guidelines; and WHEREAS, on January 29, 2013, the Commission held a public Scoping Session on the Project EIR that served as a forum for the Commission and the public to comment on the NOP, to learn about the Project, and to discuss environmental issues that should be addressed in the EIR; and WHEREAS, the Draft Environmental Impact Report for the Project ("Draft EIR") was circulated for public review and comment for 45 days beginning on August 2, 2013 and ending on September 16, 2013, and was filed with the State Office of Planning and Research under State Clearinghouse No. 2013012016.
