ORAL COMMUNICATIONS (203) <br /> A. Don Giannini, 1174 Kandle Way, said the quality of life in his neighborhood had been <br /> deteriorating for some time, and described the many problems he and his neighbors were <br /> experiencing. Mr. Giannini said the lack of street lighting had contributed to burglaries <br /> and attempted burglaries in his home and others in the neighborhood. Mr. Giannini read <br /> from a petition that he had submitted to the City in 1995, and said although the police had <br /> increased patrols, the problems have steadily increased.
