<br /> The Council of the City of Redwood City met on this date at 4:00 p.m.
<br /> in an adjourned meeting from July 22, 1976, with Commissioner Pound
<br /> presiding over a joint meeting with the Park and Recreation Corr�nission.

<br /> Park and Recreation Commissioners present: Aldrich (arrived at 4:10 p.m. ) ,
<br /> Buckhout, Knecht, Pound, Rollins, Schlesinger,

<br /> Officials and staff present: City Manager Fales, City Attorney Schricker,
<br /> Assistant City Manager Smith, Director of Parks and Recreation Weeks, and
<br /> Deputy City Clerk Reggetts
<br /> Role of Comnission
<br /> Comnissioner Pound referred to the discussion outline, which listed
<br /> examples of the Park and Recreation positions on several matters, i .e. ,
<br /> Proposition D, Mid-Peninsula Regional Park District; on their continued
<br /> support of District objectives in light of Council 's intention to de-annex;
<br /> whether the Commission's position in support or opposition to legislation
<br /> sMould be advisory to Council or whether the Commission may participate
<br /> with Council direction, and Council 's position regarding individual
<br /> commissioners taking adversary roles. Commissioner Pound indicated that the
<br /> Commission is requesting clarification as to Council reaction to those
<br /> positions, and what is expected of the Commission.
<br /> In the response by Council , it was noted that the present position of Council
<br /> opposing annexation to the District was based in part on observations that
<br /> benefit to the cities which have been in the District since its inception
<br /> do not seem to be sufficient to justify the costs, as well as on the basis
<br /> of Council 's arduous efforts during the budget study sessions to keep the
<br /> property tax down. It was recognized that the Comnission's initial
<br /> position in support of the measure was taken well before the budget meetings.
<br /> Discussion continued relating to the advisory function of the Park and
<br /> Recreation Commission, and the concern of Council that the Commission should
<br /> make its recommendations to Council in order that a unified position could
<br /> be achieved with regard to any particular legislation.
