Unless the context requires otherwise, these definitions shall govern the construction of this ordinance : (a) "Department" means the Health and Welfare Department of the County of San Mateo. (b) '"Person" means any individual, firm, association, organitiation, corparation or company. (c) �'Re�istration" means certificate of registratian issued pursuant to the provisions of this ordinance. SECTIQAT 2. The provisions of this ord.inance sha11 not apply to any sanitary district, sanitation district, sewer maintenance distriet, nor shall they apply to any agency or institution of this City or of the County, State or Federal Government which en,�ages in the cleaning of chemieal toilets which are owned and operated by any of said governmental agencies or institutions, SECTION 3. No person shal 1 carr� on or engage in the business of the cleaning of chemical toilets or engage in the business of disposing of the cleanings thereof in this Gity unless he shnl.l hold a valid re�istration issued by the Department. SECTION 1.�. No person sha11 clean chemical toilets� or dispose or aid in the disposal of the cleanings thereof, f'or any person engaged in the business of cleaning out chemical toiletg or dis- posing of the cleanings tn.ereof who does not hold a valid registra- tion. SECTIQN 5. All applications for registration under this section shall be filed with the �epartment. mhe application shall contain the following information: (a} The full name of the a�plicant and the full names of all partners if a partnership.
