It shall be unlawful for any person, firm or corporation to engage in the business of pawnbroker without first obtaining a pawnbroker's permit from the City Council. SECTIQN 2. Applications for a pa�vnbroker's permit shall be made in �vriting to the City Council and shall be filed with the City Clerk at least ten (10) days prior to the Council meefiing at which the application is to be considered. The application shall be on forms supplied by the City Clerk and shall contain the following in�ormation: (1) The name and address of the person or persons or members of the firm or officers of the corporation desiring the permit. (2) The address where the business is to be conducted. (3) A statement as to whether or not the applicant has been convicted of any crime other than t=affic offenses and the nature of the offense and the punishment or penalty assessed. (4) Such further information as the City Clerk may require. The application shall be accompanied by a non-refundable filing fee of Ten Dollars ($10.00) . SECTION 3. The Council shall grant the application and direct the City Clerk to issue a permit if the Council finds that the character and business responsibility of the applicant and every person who will be engaged in the business is satis- factory; otherwise, the application shall be denied. SECTION 4. Every permit issued shall be valid for a term not to exceed one (1) year and shall expire on the 30th day of June, annually.
