RESOLUTION NO. 16-24 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING THE CITY COUNCIL APPROVE A <br />GENERAL PLAN MAP AMENDMENT TO DESIGNATE A PORTION OF <br />SANDPIPER PARK PUBLIC FACILITIES (PF) FOR THE PUMP STATION <br />AND JOINT -USE OF A NEW SANDPIPER SCHOOL CLASSROOM <br />BUILDING <br />WHEREAS, The City of Redwood City (City) owns a plot of real property located <br />at 797 Redwood Shores Parkway (the 'Property"); and <br />WHEREAS, the Belmont -Redwood Shores School District (District) seeks <br />disposition of City property in order to develop a new 15,200 square foot two-story <br />classroom building on City -owned property to accommodate grades K-81 for Sandpiper <br />School and seeks to enter into an amended Joint Use Agreement with the City related to <br />such classroom building (Project); and <br />WHEREAS, the Planning Commission of the City of Redwood City (Commission) <br />is empowered by Article Xl, Section 18.60, at. seq. (General Plan Amendment) of the <br />Redwood City Municipal Code, to consider and recommend the amendments to the <br />General Plan to the City Council; and <br />WHEREAS, on December 6, 2016, the Commission conducted a public <br />hearing, in accordance with all applicable requirements of the State Planning and Zoning <br />Law and the Redwood City Zoning Ordinance and, in accordance with Redwood City <br />Municipal Code, Section 18.61 adopted Resolution 16-22 to initiate consideration of a <br />General Plan Amendment from Park (P) to Public Facilities (PF) in order to <br />accommodate the Project (General Plan Amendment); and <br />WHEREAS, on December 6, 2016, the Commission considered and adopted <br />Resolution 16-23, recommending that the City Council approve a Mitigated Negative <br />Declaration and a Mitigation Monitoring and Reporting Program for the Project prepared <br />in accordance with the requirements of the California Environmental Quality Act (CEQA); <br />and <br />WHEREAS, on December 6, 2016, the Commission conducted a public <br />hearing, in accordance with all applicable requirements of the State Planning and Zoning <br />Law, the Redwood City Municipal Code, and the Redwood City Zoning Ordinance, to <br />consider approval of the General Plan Amendment as illustrated in Exhibit A Attached to <br />this resolution and incorporated herein by reference, and received and considered oral <br />and written reports and application materials; and <br />WHEREAS, Section 18.63 of the Redwood City Municipal Code requires the <br />affirmative vote of at least 4 members of the Planning Commission to recommend a <br />General Plan Amendment; and <br />WHEREAS, the City's Real Property Acquisition and Disposal Policy requires the <br />Planning Commission to make a finding of consistency with the General Plan prior to the <br />disposition of City Property; and <br />ATTY/RESO.0119/PC RESO RECOMMENDING GENERAL PLAN APPROVAL -SANDPIPER <br />REV: 12-02-16 JS <br />Page 1 of 4 <br />
