RESOLUTION NO. 17-02 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING A DOWNTOWN PLANNED COMMUNITY <br />PERMIT INCLUDING ELEVEN GUIDELINE DEVIATIONS, TENTATIVE <br />MAP, CONDOMINIUM PERMIT, PLANNED DEVELOPMENT PERMIT, <br />AFFORDABLE HOUSING PLAN, AND AFFORDABLE HOUSING DENSITY <br />BONUS FOR 801 BREWSTER AVENUE PURSUANT TO THE CITY OF <br />REDWOOD CITY'S DOWNTOWN PRECISE PLAN, SUBDIVISION <br />ORDINANCE, AFFORDABLE HOUSING IMPACT FEE ORDINANCE, AND <br />AFFORDABLE HOUSING DENSITY BONUS REGULATIONS <br />WHEREAS, Applicant, Anton Development Company, submitted an application for a <br />Downtown Planned Community Permit, Tentative Map, Condominium Permit, and a Planned <br />Development Permit for a new 4 to 6 -story multi -family residential building, consisting of 250 <br />residential units (including 50 units at the very -low income level) at 801 Brewster Avenue (the <br />"Project"), which is located within the Downtown Precise Plan area (DTPP); and <br />WHEREAS, on November 3, 2016, and December 1, 2016, the Architectural Advisory <br />Committee (AAC) conducted public hearings to consider the proposed eleven (11) deviations <br />from the DTPP guidelines pertaining to the ground floor frontage length, removal of the <br />existing trees on the site, the use of rectangular garage columns located less than 6 -inches <br />from parking spaces, building wing widths exceeding the maximum recommendations, <br />inactive frontages, porch entrances elevated less than 2 -feet above sidewalk grade, and <br />window inset depths of less than 3 -inches. The AAC found that all eleven (11) of the proposed <br />deviations are consistent with the spirit and intent of the DTPP, and unanimously <br />recommended Planning Commission approval of those eleven (11) deviations; and <br />WHEREAS, on November 17, 2016, the Historic Resources Advisory Committee <br />(HRAC) conducted a public hearing to consider whether the proposed Project would create <br />a substantial adverse change in the significance of the adjacent historic resource located at <br />530 Warren Street, the Mezesville Historic District, or the two potentially historic resources at <br />840 Brewster Avenue and 701 Arguello Street. The HRAC considered the historic analysis <br />reports prepared by Richard Brandi and Page & Turnbull, and agreed with their conclusions <br />that: (1) the Project would not create a substantial adverse change in the significance of the <br />adjacent historic and potentially historic resources, and (2) that the historic and potentially <br />historic resources would remain eligible to be listed on the California Register. The HRAC <br />voted 5-0 to recommend that the Planning Commission determine that the Project at 801 <br />Brewster Avenue would not cause a substantial adverse change in the significance of the <br />historic resource at 530 Warren Street, nor would it cause a substantial adverse change in <br />the significance of the Mezesville Historic District or the potential historic resources located <br />at 840 Brewster Avenue and 701 Arguello Street, and that the historic resource at 530 Warren <br />Street, the Mezesville Historic District, and the potential historic resources at 840 Brewster <br />Avenue and 701 Arguello Street would remain eligible for listing in the California Register of <br />Historic Places; and <br />WHEREAS, pursuant to State Density Bonus Law and Redwood City's Affordable <br />Housing Density Bonus regulations (Government Code Section 65915, and Section 32.19 of <br />the Redwood City Zoning Code), the Applicant requested two development standard <br />concessions to exceed the maximum building heights for the Project site under the DTPP <br />ATTY/RESO.0013/PC RESO 801 BREWSTER <br />REV: 02-03-17 PR <br />Page 1 of 18 <br />
