The request was to allow the use of hard liquor for
mixed drinks at the reception. It was pointed out that the current rules and
regulations permit only the use of beer, wine, and champaign. This information
was related to the applicants (Mrs. Marks); however, it was the feeling of Mrs. Marks

.

that in order to conduct a proper wedding reception, they would like to serve hard
liquor. They were. requesting, therefore, a waiver of the rule by the Parks & Recreation
Commission.

The City Attorney was requested to render an opinion with respect to the Commission's
ability or inability to waive the pr.esent rules and regulations for any specific
group withou waiving or changing the rules for all groups. It was the Attorney's
opinion that the Commission is not in a position to waive current rules and reg-
ulations for any particular group without waiving it for all groups. The rules
and regulations were made a part of the resolution establishing fees for the
buildings which were approved by the City Council. The existing resolution does not
provide for waiving the rules, unless the entire rules and regulations are
changed.

"---- ,---- -.
