<br />.,; J , <br />. <br /> <br />PARK AND RECREATION COMMISSION <br />MIN UTES OF WEDNESDAY, NOVEMBER 25, 1997 <br /> <br />COMMISSIONERS PRESENT: Chairperson Truscelli, Commissioners <br />Davis, Hughes, Nordness, and Swope <br /> <br />COMMISSIONERS ABSENT: <br /> <br />Commissioners Morton and Slusser <br /> <br />GUESTS PRESENT: Pete Hughes, Public Works Superintendent Gordon Mann <br />STAFF PRESENT: Superintendent Gary Hover, Secretary Denise Monroe <br /> <br />The regular meeting of the Park and Recreation Commission was called to order <br />by Chairperson Pauline Truscelli at 7:30pm in Room 5 of the Community <br />Activities Building, 1400 Roosevelt Avenue, Redwood City, California. <br /> <br />APPROVAL OF MINUTES <br /> <br />A correction was made to the October minutes under Item 6. The last sentence <br />. should read: "Commissioner Davis announced that A YSO has some extra funds <br />available which they would like to donate to the Parks, Recreation and <br />Community Services Department for additional field renovations and he would <br />like to see better coordination in the planning process. The October minutes <br />were approved as corrected. <br /> <br />CORRESPONDENCE <br /> <br />There was no correspondence. <br /> <br />ITEM 1 - HERITAGE TREE UPDATE <br /> <br />Superintendent Hover said our staff and the Public Works Department met to <br />discuss various options to respond to heritage tree permit appeals to be <br />incorporated into the revision of the Heritage Tree ordinance. <br /> <br />Options include: <br />-Giving the Planning Commission the responsibility for hearing tree permit <br />appeals; <br />-Selecting a panel of employees to review the permit appeals which would <br />provide a quicker response time vs. waiting for the Commission to meet monthly; <br />-Leaving the responsibility with the Park and Recreation Commission <br /> <br />The Commissioners discussed the options and agreed that the responsibility <br />should remain with the Park and Recreation Commission because the decision <br />should be made by a citizen-based group. In addition, the Commission is <br />focused on parks and "green space" issues. Commissioner Davis felt the current <br />ordinance is vague and non-uniform, and the emergency provisions in the <br />ordinance are lax. <br /> <br />Public Works Superintendent Gordon Mann stated that in order for Redwood City <br />to qualify as a Tree City USA location, it needs a citizen-based committee to <br />review tree issues. He said that his staff is working closely to educate the City's <br />Planning and Building Department on tree issues; training is being provided. <br /> <br />, <br /> <br />.. <br />
