<br /> <br />l <br /> <br />. <br /> <br />f/ /~ <br /> <br />~ <br />, <br />~' ,. <br />'. 4 <br /> <br />. <br /> <br />.. <br /> <br />. <br /> <br />REDWOOD CITY PARK AND RECREATION COMMISSION <br />MINUTES OF FEBRUARY 11, 1987 <br /> <br />Sj ~.3- <br /> <br />COMMISSIONERS PRESENT: <br /> <br />Chairman Anderson, Commissioners Buchan, <br />Kingsford-Smith, Mortensen, Nordness and <br />Swope <br /> <br />GUESTS PRESENT: <br /> <br />Ms. Mary Gates and Mr. Jose Nevares <br /> <br />STAFF PRESENT: <br /> <br />Director of Parks, Recreation and Community <br />Services Griffiths, Forestry Supervisor <br />Littlefield and Secretary Nemes. <br /> <br />Chairman Anderson called the meeting to order at 7:30 p.m. <br />minutes of January 14,1987 were approved as submitted. <br /> <br />The <br /> <br />ITEM I - HERITAGE TREE APPEAL - III HILLTOP DRIVE, REDWOOD CITY <br /> <br />The applicants Ms. Gates and Mr. Nevares wanted to appeal the <br />denial of the Heritage Tree Application by Supervisor Littlefield <br />with the Park and Recreation Commission because of special <br />circumstances that concern her gardening business. Ms. Gates stated <br />that prior to the purchase of her property she was aware of the <br />tree's blockage of the driveway. The realtor told her that it was no <br />problem, it was just a matter of getting a permit to have the tree <br />removed. She and her associate have a one ton truck and a 31' <br />trailer on which they store lawn mowers, blowers, etc. which they <br />need to store in their garage. Ms. Gates pointed out that the tree <br />roots had caused damage to the driveway and it had been replaced; and <br />also that Mr. Nevares felt the tree might blow over onto their <br />neighbor's house during a severe wind as many of the roots had been <br />severed on one side of the tree. Commissioner Swope asked <br />Supervisor Littlefield's professional opinion of the tree falling <br />over and he disagreed with Mr. Nevares. It was stated that it is <br />costing the appellants time and will soon cost them money as well <br />to store their vehicle elsewhere. It was suggested that perhaps the <br />realtor did not meet his responsibility to inform them of the Redwood, <br />City Heritage Tree Ordinance. Director Griffiths stated that this <br />type of problem has occurred frequently with respect to realtors in <br />the past. Commissioner Nordness wanted it inserted into the record <br />that the garage had been moved from its original location and that <br />perhaps the Planning and/or Building Commission should be more <br />cognizant of this Ordinance when they allow renovations, movement of <br />buildings, etc. <br /> <br />MOTION: <br /> <br />Made by Commissioner Mortensen and seconded by Commissioner <br />Swope that the Commission uphold the City's staff <br />recommendation and deny the appeal. The motion was carried <br />unanimously. <br /> <br />Chairman Anderson and Director Griffiths informed the appellants of <br />their recourse which is to go through the procedure of taking their <br />appeal before the City Council. <br />
