DES:djk n2/09/96 (078/41) <br /> -- 0 R I G I N A L '~12/96 <br /> <br /> RESOLUTION NO. 12699 <br /> <br /> RESOLUTION CONFIRMING SUPPORT OF DAVIS-BACON PREVAILING <br /> WAGE STANDARD <br /> <br /> WHEREAS, the construction industry plays a vital and <br />important role in the economic development of the City of Redwood <br />City; and <br /> <br /> WHEREAS, a dynamic and growing construction industry is <br />dependent on a work force of highly trained and skilled <br />construction workers; and <br /> <br /> WHEREAS, wages determined to prevail in local communities <br />which are required to be paid to construction workers on state <br />and local agency public works projects, are responsible for <br />maintaining a stable and skilled work force, provide a living <br />wage to workers and their families, provide health and retirement <br />benefits to workers and their families, and help support <br />apprenticeship training programs; and <br /> <br /> WHEREAS, the University of Utah recently completed an <br />in-depth study of the economic impacts resulting from the repeal <br />of prevailing wage legislation in nine states, which conclusively <br />shows that the wages of all construction workers, union and <br />non-union alike, were significantly reduced; the states lost <br />substantial income and sales tax revenues which far exceeded any <br />savings realized on the cost of public works projects; <br />construction workplace injuries skyrocketed because of the use of <br />unskilled workers; apprenticeship training was reduced by almost <br />half, and construction projects experienced an increased number <br />of cost overruns and change orders; and <br /> <br /> <br />
