RESOLUTION NO. 19-18 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING ARCHITECTURAL PERMIT NO. AP2019- <br />053 FOR 2312 HOPKINS AVENUE REGARDING THE REMOVAL OF A <br />PORTE-COCHERE AND DETERMINING THE PROJECT TO BE <br />EXEMPT FROM CEQA UNDER CEQA GUIDELINES SECTION 15301 <br />AND 15331 <br />WHEREAS, the applicant, Matthew Sum (Applicant), on behalf of Chris O'Hare <br />(Property Owners), has applied for an Architectural Permit for minor exterior fagade <br />improvements and removal of porte-cochere to a non -designated historic home (the <br />Project) at 2312 Hopkins Avenue (the Property); and <br />WHEREAS, due to imminent threat to safety, the City allowed the owner to remove <br />the porte-cochere prior to completion of the approval process, but has required the owner <br />continue the process for receipt of the necessary approvals since additional work remains <br />to be done and to ratify the demolition of the porte-cochere. A building permit was issued <br />on August 1, 2019 and the porte-cochere was removed on August 30, 2019; and <br />WHEREAS, the Commission is empowered by the City Council and Redwood City <br />Ordinance Chapter 40 (Historic Preservation) to review and act upon Architectural <br />Permits for applications that include a tear down, demolish, construct, alter, remove or <br />relocate any improvement, or any portion thereof, which has been designated a historic <br />landmark or is within a historic district; and <br />WHEREAS, on October 23, 2019 a public hearing notice was published in the San <br />Mateo Daily Journal and mailed to interested parties and all property owners within 300 <br />feet of the Property; and <br />WHEREAS, on November 5, 2019, the Planning Commission of the City of <br />Redwood City held a duly noticed public hearing in accordance with all applicable <br />requirements of the State Planning and Zoning Law and the Redwood City Zoning <br />Ordinance, to consider the project; and <br />WHERAS, on November 5, 2019, the Applicant, adjacent neighbors and all other <br />interested parties were given the opportunity to participate in the public hearing through <br />oral testimony and the submittal of written comments; and <br />WHEREAS, on November 5, 2019, the Planning Commission fully reviewed, <br />considered, and evaluated the staff report prepared for the Project including the <br />attachments to the staff report, oral and written public testimony, and all other documents <br />and evidence in the public record on the Project. <br />ATTY/RESO.0105/PC RESO 2312 HOPKINS <br />REV: 10-30-19 PR <br />Page 1 of 6 <br />
