01/27/2020 <br />RESOLUTION NO. 15819 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING RESOLUTION NO. 14840 TO REPEAL THOSE <br />PROVISIONS REGARDING NOTICES TO AND DISCONTINUATION OF <br />DELINQUENT UTILITY SERVICE ACCOUNTS, ADOPTING A UTILITY <br />DELINQUENT ACCOUNTS COLLECTION AND SERVICE <br />DISCONTINUATION POLICY, AND AUTHORIZING THE CITY <br />MANAGER TO ADMINISTER AND MAKE CHANGES TO THE POLICY <br />WHEREAS, in 1999, the City Council adopted Resolution 13621 to establish a <br />revised delinquent utility service charge schedule; and <br />WHEREAS, in 2008, the City Council adopted Resolution 14840 to amend <br />Resolution 13621, to provide for the collection of a $100.00 deposit to open a new utility <br />service account and to provide a schedule for sending reminder notices to and <br />discontinuation of delinquent utility service accounts; and <br />WHEREAS, in 2018, the California enacted Senate Bill 998, which provides new <br />restrictions on discontinuation of residential water service and requires public water <br />systems to have a written policy on the discontinuation of residential water service; and <br />WHEREAS, the City of Redwood City ("City") must comply with SB 998 by <br />February 1, 2020; and <br />WHEREAS, to comply with SB 998's requirements, staff recommends that the City <br />Council amend Resolution 14840 to repeal the provisions regarding reminder notices to <br />and discontinuation of delinquent utility service accounts, and adopt the City of Redwood <br />City Utility Delinquent Accounts Collection and Service Discontinuation Policy ("Policy'), <br />which is attached as Exhibit A hereto; and <br />WHEREAS, staff recommends that the City Council authorize the City Manager to <br />administer and make changes to the Policy to implement its requirements, address <br />subsequent changes in state law, and fulfill the policies of the City Council. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY, AS FOLLOWS: <br />1.
