03/12/2020 <br />RESOLUTION NO. 15827 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY PROCLAIMING THE EXISTENCE OF A LOCAL EMERGENCY <br />CAUSED BY THE NOVEL CORONAVIRUS (COVID-19) <br />WHEREAS, Section 10.6 of the Redwood City Municipal Code empowers the City <br />Council to proclaim a local emergency when the City of Redwood City is affected or likely <br />to be affected by a public calamity. <br />WHEREAS, Government Code Section 8558 defines a local emergency as <br />including an epidemic. <br />WHEREAS, in December 2019, a flu-like respiratory virus called the Novel <br />Coronavirus was identified. Technically, the virus is named SARS-CoV-2 and the disease <br />it causes is called Coronavirus Disease 2019 (commonly referred to as COVID-19). <br />WHEREAS, it has now spread to many other countries, including the United <br />States, with over 125,000 confirmed cases of COVID-19 worldwide (and over 4,600 <br />confirmed deaths), approximately 1,215 confirmed cases in the United States (and 36 <br />confirmed deaths), and more specifically, 20 confirmed cases in San Mateo County (and <br />no confirmed deaths) as of March 12, 2020. <br />WHEREAS, on March 4, 2020, the Governor of the State of California proclaimed <br />a statewide emergency relating to COVID-19, which proclamation is attached hereto as <br />Exhibit A and incorporated herein by reference. <br />WHEREAS, on March 10, 2020, the County of San Mateo adopted a resolution <br />ratifying and extending a March 3, 2020 emergency proclamation by the County Director <br />of Emergency Services relating to COVID-19, which resolution is attached hereto as <br />Exhibit B and incorporated herein by reference. <br />WHEREAS, on March 10, 2020, the City of Redwood City was informed that the <br />Governor's Office of Emergency Services quarantined passengers who recently <br />disembarked from the Grand Princess cruise ship in Oakland, California, in a hotel located <br />in San Carlos and bordering and adjacent to Redwood City in the Redwood Shores area. <br />WHEREAS, on March 10, 2020, San Mateo County Health Officer, Dr. Scott <br />Morrow provided an updated statement that there is evidence of widespread community <br />transmission of COVID-19 in San Mateo County. <br />WHEREAS, on March 10, 2020, United States Centers for Disease Control and <br />Prevention (CDC) moved from a containment strategy to a mitigation strategy, including <br />social distancing measures, to minimize the spread and mitigate the effects of COVID- <br />19. <br />Page 1 of 3 <br />ATTY/RESO.0015/CC RESO PROCLAIMING A LOCAL EMERGENCY (COVID-19) RESO.
