04/26/2021 <br />RESOLUTION NO. 15946 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ESTABLISHING AN ADVISORY REDISTRICTING COMMITTEE TO <br />CONDUCT PUBLIC ENGAGEMENT AND ADVISE THE CITY COUNCIL <br />ON THE ADOPTION OF A NEW CITY COUNCIL DISTRICT ELECTION <br />MAP AS A RESULT OF THE 2020 US CENSUS <br />WHEREAS, in March 2019, the City of Redwood City transitioned from at -large <br />elections to district -based elections for the election of City Councilmembers, and <br />WHEREAS, the City Council adopted the final district election map that was <br />comprised of seven (7) districts, and <br />WHEREAS, the first City Council election under district -based elections was held <br />in November 3, 2020 where four City Council District seats were on the ballot, and <br />WHEREAS, in compliance with federal and state law, the City must now undergo <br />the redistricting process based on 2020 US Census demographic data; and <br />WHEREAS, districts must be evaluated and redrawn so that each district is <br />substantially equal in population to ensure each City Councilmember represents about <br />the same number of constituents and to ensure compliance with other federal and state <br />laws; and <br />WHEREAS, in the City of Redwood City, the City Council is responsible for <br />drawing and adopting a City Council district map based on the 2020 US Census no later <br />than April 17, 2022; and <br />WHEREAS, California Election Code Section 23001 states "[a] local jurisdiction <br />may establish by resolution, ordinance, or charter amendment an independent <br />redistricting commission, a hybrid redistricting commission, or an advisory redistricting <br />commission composed of residents of the local jurisdiction to change the legislative <br />body's district boundaries or to recommend to the legislative body changes to those <br />district boundaries;" and <br />WHEREAS, state law requires all cities and counties to engage members of the <br />public in the redistricting process by holding no less than four (4) public hearings and/or <br />workshops and doing public outreach, including to non-English speaking communities; <br />and <br />WHEREAS, the establishment of an Advisory Redistricting Committee will allow <br />the City Council of the City of Redwood City to conduct a robust, community -focused <br />redistricting effort. <br />ATTY/RESO.0016/CC RESO ESTABLISHING AN ADVISORY REDISTRICTING COMMITTEE RESO.
