ATTY/RESO.0041/PC RESO AMENDING ZONING ORDINANCE – AFFORDABLE HOUSING <br />REV: 06-01-23 SK <br />Page 1 of 25 <br />RESOLUTION NO. 23-13 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL AMEND <br />ZONING ORDINANCE ARTICLE 29 (REQUIREMENTS FOR <br />AFFORDABLE HOUSING) <br /> <br />WHEREAS, on February 13, 2023, the City Council adopted the 2023-2031 <br />Housing Element (the “Housing Element”), which is the City of Redwood City’s plan for <br />guiding future residential growth and development; and <br /> <br />WHEREAS, the Housing Element is a policy document that requires associated <br />Municipal Code, Zoning Ordinance, Zoning Map, and Affordable Housing Ordinance <br />amendments (the “Amendments”) to implement its goals, policies, and programs; and <br /> <br />WHEREAS, on June 25, 2018, the City Council of the City of Redwood City (the <br />“City Council”) adopted Ordinance 1130-375, the Affordable Housing Ordinance, set forth <br />in Article 29 of the Redwood City Zoning Code (the “Ordinance”); and <br /> <br />WHEREAS, the Planning Commission of the City of Redwood City is empowered <br />to recommend the Amendments to the Zoning Ordinance to implement Housing Element <br />programs, and modifications to the Affordable Housing Ordinance (the “Ordinance <br />Amendment”) would further the purposes of the Housing Element and the Ordinance; and <br /> <br />WHEREAS, the Ordinance Amendment is proposed in an effort to meet the goals <br />of the Housing Element by (i) providing certainty and flexibility for residential or <br />nonresidential development project proponents to help these projects move forward, <br />which would help the City meet its housing goals; and (ii) increasing the inventory of land <br />suitable and available for residential development project to meet the City’s regional <br />housing need allocation through land donations. The purpose and findings supporting the <br />Ordinance Amendment are more specifically outlined in Section 29.1 of the Ordinance <br />Amendment and are incorporated herein by this reference; and <br /> <br />WHEREAS, on June 6, 2023, the Planning Commission held a duly-noticed public <br />hearing on the proposed Ordinance Amendment in accordance with all applicable <br />requirements. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY, AS FOLLOWS: <br /> <br />SECTION 1.
