ATTY/RESO.0079/HRAC 800 MAIN <br />REV: 07-14-23 JB <br />Page 1 of 5 <br />RESOLUTION NO. 23-04 <br />A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY <br />COMMITTEE OF THE CITY OF REDWOOD CITY RECOMMENDING THE <br />PLANNING COMMISSION DETERMINE THE 800 MAIN STREET HOTEL <br />SEQUOIA REHABILITATION AND EXPANSION PROJECT WILL NOT <br />ADVERSELY AFFECT THE HISTORIC RESOURCE ON THE SUBJECT <br />PROPERTY OR ADVERSELY AFFECT THE CHARACTER OF THE <br />MAIN STREET HISTORIC DISTRICT, AND RECOMMENDING <br />APPROVAL OF DOWNTOWN PLANNED COMMUNITY PERMIT NO. <br />DPC2021-003 IN ACCORDANCE WITH THE DOWNTOWN SPECIFIC <br />PLAN, AND SECTION 40.10 OF CHAPTER 40 OF THE CITY’S <br />MUNICIPAL CODE (HISTORIC PRESERVATION ORDINANCE) <br />WHEREAS, Sequoia Main Street LLC (“Applicant”), applied for a Downtown <br />Planned Community Permit (DPC2021-003), and Use Permit (UP2021-017) for the <br />architectural design for rehabilitation and expansion of the historic Sequoia Hotel. <br />Modifications include three new floors of guest rooms (82 total guest rooms) plus a <br />rooftop bar and event space. The project also includes ground floor retail and restaurant <br />space and basement amenities (“Project”); and <br />WHEREAS, the approximately 12,935 square foot Project site is located at 800 <br />Main Street and is individually designated as a city historic landmark; and <br />WHEREAS, the Project is located within the boundaries of the Main Street <br />Historic District; and <br />WHEREAS, the Project proposes to preserve and rehabilitate the existing <br />structure at 800 Main Street, and build a three-story hotel room addition, plus a rooftop <br />level bar and event space on top of the three-story existing building; and <br />WHEREAS, Section 40.8 of Redwood City’s (“City”) Historic Preservation <br />Ordinance specifies that a permit is required “to tear down, demolish, construct, alter, <br />remove or relocate any improvement, or any portion thereof, which has been designated <br />an historic landmark pursuant to the provisions of this Chapter, or which lies within an <br />historic district, or to alter in any manner any exterior architectural feature of such an <br />historic landmark or improvement within an historic district, or to place, erect, alter, or <br />relocate any sign within an historic district or on an historic landmark or historic site”; and <br />WHEREAS, Section 40.9 of the City’s Historic Preservation Ordinance <br />establishes a permit approval procedure requiring the Historic Resources Advisory <br />Committee (“HRAC”) to review the permit application and submit its written <br />recommendation to the Commission, and that in making its review, the HRAC may hold <br />hearings and may require any documentation it believes reasonably necessary to make <br />its recommendation; and
