ATTY/RESO.0076/PC RESO ADOPTING & DENYING THE APPEAL & AFFIRMING THE ZA DECISION FOR 142 JETER <br />REV: 08-06-2020 PR <br />Page 1 of 7 <br /> <br />RESOLUTION NO. 20-06 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY DENYING AN APPEAL AND UPHOLDING THE <br />ZONING ADMINISTRATOR APPROVAL OF ARCHITECTURAL PERMIT <br />NO. AP2019-023 FOR 142 JETER STREET, AS MODIFIED BY THE <br />APPLICANT, AND DETERMINING THE PROJECT TO BE EXEMPT <br />FROM CEQA UNDER CEQA GUIDELINES SECTION 15303 <br /> <br />WHEREAS, Katie Kostiuk on behalf of Thomas James Homes (Applicant) applied <br />for an Architectural Permit to construct a new 2,970 square foot single family residence <br />with a new 413 square foot detached garage (the Project) at 142 Jeter Street (the <br />Property); and <br /> <br />WHEREAS, pursuant to Section 45.3 of the Zoning Ordinance, the Zoning <br />Administrator is authorized to review and approve such Architectural Permits; and <br /> <br />WHEREAS, on April 27, 2020, the Zoning Administrator issued a Notice of Official <br />Action for Architectural Permit No. AP2019-040, approving the Project because the <br />required R-1 Zoning District Standards were met and the Architectural Permit Findings <br />were made; and <br /> <br />WHEREAS, on May 11, 2020 an appeal of the Zoning Administrator’s decision to <br />approve the Architectural Permit was filed with the City Clerk by Natascha Bock, Adam <br />Brown, David Strausburg and Louise Englehart (Appellant); and <br /> <br />WHEREAS, on August 4, 2020, the Planning Commission of the City of Redwood <br />City (Planning Commission) held a duly noticed public hearing in accordance with all <br />applicable requirements of the State Planning and Zoning Law and the Redwood City <br />Zoning Ordinance, to consider the appeal; and <br /> <br />WHERAS, on August 4, 2020, the Appellant, the Applicant, and all other interested <br />parties were given the opportunity to participate in the public hearing through oral <br />testimony and the submittal of written comments. During the hearing, the Applicant <br />agreed to increase the front setback by an additional two feet, from 16 to 18 feet, and to <br />reduce the size of the home accordingly; and <br /> <br />WHEREAS, on August 4, 2020, the Planning Commission fully reviewed, <br />considered, and evaluated the staff report prepared for the Project (Staff Report) including <br />the attachments to the Staff Report, oral and written public testimony, and all other <br />documents and evidence in the public record on the Project and the appeal. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION AS <br />FOLLOWS: <br />1. The Planning Commission finds that the above recitals are accurate and <br />constitute findings in this matter, and with the staff reports, the application materials, <br />development plan, and all other documents, reports, oral and written testimony, and
