<br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
<br />REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL ADOPT
<br />AMENDMENTS TO THE ZONING CODE TO IMPLEMENT THE 2023-
<br />2031 HOUSING ELEMENT, THE EL CAMINO REAL CORRIDOR PLAN,
<br />AND ZONING CODE MAINTENANCE.
<br />
<br />WHEREAS, State Housing Element Law (Government Code Sections 65580 et
<br />seq.) required that the City Council adopt a Housing Element for the eight-year period
<br />2023-2031 to accommodate the City of Redwood City’s (City) regional housing need
<br />allocation (RHNA) of 4,588 housing units, comprised of 1,115 very-low income units, 643
<br />low-income units, 789 moderate-income units, and 2,041 above moderate-income units;
<br />and
<br />
<br />WHEREAS, to comply with State Housing Element Law, the City identified sites
<br />that can accommodate housing units meeting the City’s RHNA, the City Council adopted
<br />Housing Element 2023-2031 (the Housing Element) on February 13, 2023, in compliance
<br />with State Housing Element Law, and the California Department of Housing & Community
<br />Development certified the Housing Element on March 27, 2023; and
<br />
<br />WHEREAS, in order to allow for flexibility in future housing development, to create
<br />additional opportunities to address the housing crisis, and to increase opportunities for
<br />affordable housing to be constructed benefitting lower-income households, the Housing
<br />Element sets a target of just over 150 percent of the required RHNA, or approximately
<br />7,023 housing units, comprised of 1,478 very-low income units, 1,334 low-income units,
<br />1,427 moderate-income units, and 2,783 above moderate-income units; and
<br />
<br />WHEREAS, the Housing, Built Environment, Public Safety, Building Community,
<br />Natural Resources & Environmental Justice Elements Update to the Redwood City
<br />General Plan Environmental Impact Report (Focused General Plan Update EIR, State
<br />Clearinghouse No. 2022100449) evaluated the update to the Housing Element and other
<br />General Plan Updates; and
<br />
<br />WHEREAS, on February 13, 2023, the City Council adopted Resolution No. 16124
<br />certifying the Focused General Plan Update EIR and adopting Findings of Fact, a
<br />Statement of Overriding Considerations, and a Mitigation Monitoring and Reporting
<br />Program and in conjunction the updated Housing Element and other General Plan
<br />updates; and
<br />
<br />WHEREAS, in order to support existing businesses and residents, improve the
<br />experience for all users, and encourage investment along the El Camino Real Corridor
<br />that is responsive to the needs of all who frequent the area, the City Council adopted the
<br />El Camino Real Corridor Plan on January 16, 2020; and
