ATTY/RESO.0090/PC RESO 1201 MAIN STREET MIXED USE PROJECT <br />REV: 08-15-25 VR <br />Page 1 of 32 <br />RESOLUTION NO. 25-05 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY FINDING THE 1201 MAIN STREET PROJECT TO <br />BE EXEMPT FROM THE REQUIREMENTS OF THE CALIFORNIA <br />ENVIRONMENTAL QUALITY ACT AND GRANTING APPROVAL OF AN <br />ARCHITECTUAL PERMIT, TENTATIVE PARCEL MAP, USE PERMIT, <br />DENSITY BONUS WITH ASOSICATED WAIVERS AND CONCESSIONS, <br />AND AFFORDABLE HOUSING PLAN FOR THE 1201 MAIN STREET <br />MIXED USE PROJECT <br /> <br />WHEREAS, the applicant, MECAH Ventures (“Applicant”) on behalf of Stephen R. <br />Singewald and Patricia A. Singewald (“Owners”) has submitted an application for an <br />Architectural Permit (AP2024-030), Tentative Parcel Map (TM2024-001), Use Permit <br />(UP2024-013), State Density Bonus law with concessions and waivers, and Affordable <br />Housing Plan to construct a six-story mixed use building (the Project), with 96,982 square <br />feet of office and 32 residential units 4 of which are deed restricted affordable units; and <br /> <br />WHEREAS, the Project has a General Plan Land Use designation of Mixed Use - <br />Transitional (MUT) and is located within the Mixed Use - Transitional Zoning District; and <br /> <br />WHEREAS, on June 25, 2018, the City Council (“City Council”) of the City of <br />Redwood City (“City”) adopted Ordinance 1130-375, the Affordable Housing Ordinance, <br />set forth in Article 29 of the Redwood City Zoning Code (“Affordable Housing Ordinance”) <br />the purpose of which is to, among others, increase the supply of affordable housing by <br />imposing inclusionary requirements for residential development projects; and <br /> <br />WHEREAS, on September 27, 2021, the City Council amended Ordinance 1130- <br />375 in an effort to create and maintain a jobs/housing balance and to increase affordable <br />housing opportunities for very low to moderate-income residents and very low to <br />moderate income persons employed in the City; and <br /> <br />WHEREAS, an “affordable housing plan” is required for any residential or <br />nonresidential development project that provides affordable units, either on-site or off- <br />site; and <br /> <br />WHEREAS, under the Affordable Housing Ordinance, the City may consider <br />alternatives to the Standards for Affordable Housing, including the alternative <br />percentages and levels of affordability proposed by the applicant; and <br /> <br />WHEREAS, the Applicant submitted an Affordable Housing Plan which includes <br />alternative percentages and levels of affordability by providing 4% affordable units for <br />moderate income households, 7% affordable units for low income households, and 4% <br />affordable units for very low income households for a total of 15% affordable units on- <br />site; and <br />
