ATTY/RESO.0105/PC RESO 979 ARLINGTON ROAD (LOCAL HISTORIC LANDMARK & MILLS ACT CONTRACT) <br />10/28/25 VR <br />Page 1 of 3 <br />RESOLUTION NO. 25-10 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL <br />DESIGNATE 979 ARLINGTON ROAD A LOCAL HISTORIC LANDMARK <br />AND RECOMMENDING APPROVAL OF A HISTORIC PRESERVATION <br />AGREEMENT (MILLS ACT CONTRACT) <br /> <br />WHEREAS, Applicants, David Bartoshuk and Barbara Bartoshuk (the “Property <br />Owner”), applied for a Mills Act Contract (the “Project”) located at 979 Arlington Road (the <br />“Property”); and <br /> <br />WHEREAS, on October 9, 2025, the Historic Resources Advisory Committee <br />(HRAC) held a duly noticed public hearing in accordance with all applicable requirements <br />of the State Planning and Zoning Law and the Redwood City Municipal Code to consider <br />the Project; and <br /> <br />WHEREAS, the Historic Resources Advisory Committee has determined that the <br />Property meets Criteria C and Criteria D, for designation as a historic landmark according <br />to the historic designation criteria established by the Redwood City Historic Preservation <br />Ordinance (Chapter 40 of the Redwood City Code); and <br /> <br />WHEREAS, the HRAC recommended that a Historic Preservation Agreement <br />(Mills Act Contract) be approved for the Property by a vote of 3-0; and <br /> <br />WHEREAS, on October 15, 2025, a public hearing notice of the Planning <br />Commission hearing was published in the San Mateo Daily Journal, mailed to neighbors <br />within 300 feet of the Property and sent to the Property Owner; and <br /> <br />WHEREAS, on November 4, 2025, the Planning Commission held a duly noticed <br />public hearing in accordance with all applicable requirements of the State Planning and <br />Zoning Law, the Redwood City Municipal Code, and the Zoning Ordinance to consider <br />the Project; and <br /> <br />WHEREAS, the residence and property located at 979 Arlington Road, Redwood <br />City, California does meet the historic designation criteria established by the Redwood <br />City Historic Preservation Ordinance (Redwood City Code Chapter 40) as follows: <br /> <br />Pursuant to City Code sections 40.6(c) and 40.6(d), the residence and property embody <br />distinctive characteristics of a style, type, period, or method of construction, or is a <br />valuable example of the use of indigenous materials or craftsmanship. The structure is <br />also representative of the notable work of a builder, designer, or architect; and <br /> <br />WHEREAS, the subject property is located in the Edgewood Park neighborhood <br />and was built in 1928. It was designed by notable Architect Gilbert Hodgson and is <br />considered a high integrity example of the Spanish Colonial Revival style; and <br />
