O1/28/2013 <br /> ORIGINAL <br /> RESOLUTION NO. 15240 <br /> RESOLUTION APPROVING AMENDMENTS TO THE 2010-2015 <br /> CONSOLIDATED PLAN, 2012-2013 ANNUAL ACTION PLAN AND <br /> CITIZEN PARTICIPATION PLAN <br /> WHEREAS, the Community Development Block Grant (CDBG) Program <br /> authorized pursuant to Title I of the Housing and Community Development Act of 974 <br /> (P.L. 93-383), as amended ("the Act"), requires that jurisdictions receiving federal funds <br /> develop a Consolidated Plan, Annual Action Plan and Citizen Participation Plan and <br /> provide for the issuance of grants in order to attain the objective of the development of <br /> viable urban communities by providing decent housing and a suitable living <br /> environment, and expanding economic opportunities, principally for persons of low or <br /> moderate income; and <br /> WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br /> has followed its Citizen Participation Plan as part of the process for amending 2010- <br /> 2015 Consolidated Plan, the 2012-2013 Annual Action Plan and the Citizen <br /> Participation Plan for determining how the grant funds will be used; and <br /> WHEREAS, a 30-day Request for Citizen Comments on the draft amendments to <br /> 2010-2015 Consolidated Plan, the 2012-2013 Annual Action Plan and the Citizen <br /> Participation Plan has been published for citizen comment prior to the Housing and <br /> Human Concerns Committee (HHCC) approving the amendments and recommending <br /> they be forwarded to Council for approval; and <br /> WHEREAS, on January 15, 2013, the Housing and Human Concerns Committee <br /> (HHCC) held a public hearing to accept citizen comments on the draft amendments to <br /> the 2010-2015 Consolidated Plan, the 2012-2013 Annual Action Plan and the Citizen <br /> Participation Plan; and <br /> WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br /> has followed its Citizen Participation Plan as part of the process for determining how the <br /> grant funds herein referenced will be used; and <br /> WHEREAS, this Council desires to approve the amendment to the 2010-2015 <br /> Consolidated Plan, the 2012-2013 Annual Action Plan and the Citizen Participation Plan <br /> and authorize the execution of all documents pertaining thereto, including all <br /> understandings and assurances connected therewith. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> ATTY/RES0.2819/ANNUAL ACTION PLAN AND RESO,#15240 <br /> CITIZEN PARTICIPATION PLAN 2012-2-13 MUFF#304 <br /> REV:01-14-13 VR <br /> Page 1 of 2 <br />
