C. Weeks, Parks & Recreation Director <br /> Bi11 Paulson, Recreation Superintendent <br /> Mr. Weeks indicated that this special meeting was called in order �o <br /> discuss the alternate budget for fiscal year 1978-79. The City Manager <br /> has asked each department to prepare an alternate budget cutt�ng approxi- <br /> mately 50� from the 1977-78 budget. Mr. Weeks called the Commission <br /> together to receive their input on this subject. <br /> He briefly reviewed the Jarvis-Gann issue and the Behr Bill . He <br /> briefed the Commissfion on the possible organiZational impact on � <br /> the Department. He di�scussed the various sections in the Department <br /> and the proposed impact on each including the effects on their per- <br /> sonnel . He further indicated planting in the City will likely cease <br /> and there will be a reduction in the park maintenance standards. <br /> After considerable discussion it was the concensus of the Comnission <br /> that maximum effort should be made toward preserving and protecting <br /> the park and recreation facilities in which the City has an invest- <br /> ment and to do everything possible,even though minimal, to operate <br /> and maintain the facilities. Emphasis would be placed on keeping the <br /> parks reasonably presentable and the buildings and other facilities <br /> in an operating condition. It was felt by doing.so, vandalism could <br /> be kept at a minimum and the facilities would st�ll be made available <br /> to the citizenry. <br /> Bill Paulson reviewed for the Commission the effects on the Recreation <br /> Division programning. Ne indicated that the reductions would result <br /> in a curtailment in the following areas: weekend usage of the buildings <br /> would likely be eliminated; the quarterly recreation schedule would not <br /> be mailed out which would result in severe reduction in registrations <br /> for special interest classes; the teen program at the Red Morton Center <br /> would be greatly reduced if not eliminated and tf�e Recreation Center <br /> would operate on a schedule of approximately 8 hours a day, 5 days a <br /> week. It was pointed out that the Department would attempt to retain <br />
