RESOLUTION NO. 16-04 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY APPROVING A DOWNTOWN PLANNED COMMUNITY <br /> PERMIT AND SIGN PERMIT FOR THE 801 HAMILTON STREET <br /> PROJECT PURSUANT TO THE CITY OF REDWOOD CITY'S <br /> DOWNTOWN PRECISE PLAN <br /> WHEREAS, Applicant, WD Partners, on behalf of Starbucks Coffee Company, <br /> has applied for a Downtown Planned Community Permit and Sign Permit for interior and <br /> exterior modifications to 801 Hamilton Street("Revised Project, dated March 28, 2016" or <br /> "Revised Project") (referred to as 2227 Broadway in the Downtown Precise Plan <br /> ("DTPP")), which consists of, is adjacent to, and across the street from several historic <br /> resources that are each identified in the DTPP as a "Historic Resource to be Preserved"; <br /> and <br /> WHEREAS, on March 10, 2015, the Historic Resources Advisory Committee <br /> ("HRAC") held a duly noticed public meeting to consider the Project and the historians <br /> report prepared by Tom Origer & Associates. The HRAC (a) unanimously found that <br /> Revised Project is consistent with the DTPP historic preservation standards and <br /> guidelines and the City's Historic Preservation Ordinance (Chapter 40 of the Redwood <br /> City Municipal Code); that the Revised Project will not have a significant adverse impact <br /> on the subject building and fully adheres to the Secretary of the Interior's Standards for <br /> the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, <br /> Restoring & Reconstructing Historic Buildings; that the Revised Project will not create a <br /> substantial adverse change in the significance of the adjacent historic resources and will <br /> protect the adjacent historic resources' continued eligibility for listing on the National <br /> Register and (b) recommended that the Planning Commission approve the Revised <br /> Project, including the Applicant's proposed modification to remove the grand projecting <br /> sign and replace it with a wall sign in the transom space above the storefront windows on <br /> the Broadway elevation, similar to the Hamilton Street wall sign; and <br /> WHEREAS, the Planning Commission of the City of Redwood City("Commission") <br /> is empowered by the Downtown Precise Plan to act upon applications for Downtown <br /> Planned Community Permits and Sign Permits; and <br /> WHEREAS, on April 5, 2016, the Commission considered California <br /> Environmental Quality Act (CEQA) Guidelines Categorical Exemption Section 15301, <br /> Class 1 and its requirements and the previously certified Downtown Precise Plan Program <br /> Environmental Impact Report (State Clearinghouse #2006052027), the staff reports, oral <br /> and written, and testimony and materials presented by all those wishing to be heard on <br /> this Project at the noticed public hearing on this matter; and <br /> ATTY/RESO.0025/PC RESO—801 HAMILTON <br /> REV:04-11-16 VR <br /> Page 1 of 10 <br />
