RESOLUTION NO. 16-17 <br /> RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY RECOMMENDING THAT THE CITY COUNCIL OF THE <br /> CITY OF REDWOOD CITY ADOPT AN ORDINANCE AMENDING THE <br /> CITY CODE (CHAPTER 1 ARTICLE III) AND ZONING ORDINANCE <br /> (ARTICLES 1, 2, 6, 8, 22, 24, 34, 37, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, <br /> 51, 52) AND A RESOLUTION AMENDING THE DOWNTOWN PRECISE <br /> PLAN (Section 2.03 and 2.5.5) TO ADJUST LEVEL OF REVIEW <br /> AUTHORITY AND REORGANIZE ADMINISTRATIVE PROVISIONS AND <br /> MAKE OTHER MINOR MODIFICATIONS (LEVEL OF REVIEW <br /> AUTHORITY AMENDMENTS) <br /> WHEREAS, these Level of Review Authority Amendments are comprised of the <br /> various parts: <br /> (a) Amendments to Chapter 1 Article Ill (Procedures on Appeal) of the <br /> Municipal Code to update the City Council call up and appeal procedures to ensure <br /> consistency with the new amendments in the Zoning Ordinance; and <br /> (b) Amendments to the Zoning Ordinance to require Planning <br /> Commission review for projects over 35 feet or 3 stories, an allowance for the <br /> Zoning Administrator to refer an item to Planning Commission and for the City <br /> Council to call up an item for Planning Commission or City Council review. These <br /> Amendments affect Article 40 and 41 of the Zoning Ordinance; and <br /> (c) Amendments to the Zoning Ordinance to consolidate and streamline <br /> administrative procedures to review and decide on various permit applications. <br /> These amendments affect Articles 1, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, and <br /> 52. <br /> (d) Amendments to the Zoning Ordinance to clean up references based <br /> on the above reorganization and renumbering. These amendments affect Articles <br /> 2, 6, 8, 22, 24, 34, 37 and 39. <br /> (e) Amendments to Chapter 2 of the Downtown Precise Plan to amend <br /> the definition of "large project" to include any project over 35 ft. in height or 3 <br /> stories, and remove the Use Permit process requirements and refer to the Zoning <br /> Ordinance process. <br /> WHEREAS, a notice of public hearing on the Level of Review Authority <br /> Amendments was duly published in the Daily Journal at least 10 days prior to the public <br /> hearing; and <br /> WHEREAS, on October 18, 2016, the Planning Commission held a public hearing <br /> on the proposed amendments; and <br /> ATTY/RESO.D094/PC RESO RECOMMENDING TO ADOPT ORDINANCE AMENDING THE CITY CODE&ZONING <br /> REV:10-13-16 VR <br /> Page 1 of 33 <br />
