07/09/01 ORIGINAL ORDINANCE NO. 2211 AN ORDINANCE OF THE COUNCIL OF REDWOOD CITY APPROVING AND ADOPTING THE FIFTH AMENDMENT TO THE REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT NO. 2 Whereas, the Council of Redwood City (the "Council") adopted the Redevelopment Plan for Redevelopment Project No. 2 (the "Project Area") on August 19, 1982 by Ordinance No. 1862 and has amended the Redevelopment Plan as follows: by Ordinance No. 1911 approved on June 20, 1985; by Ordinance No. 2007 approved on January 18, 1990; by Ordinance No. 2085 approved on December 19, 1994 (as amended, the "Redevelopment Plan"). Whereas, pursuant to the Community Redevelopment Law of the State of California (the "Redevelopment Law"), the Redwood City Redevelopment Agency (the "Agency") has recommended an amendment to the Redevelopment Plan that would extend the Agency's deadline for commencement of eminent domain proceedings by six years; and Whereas, the Agency has prepared and submitted to the Council for review and adoption a proposed Fifth Amendment to the Redevelopment Plan for the Redevelopmem Project No. 2 (the "Fifth Amendment"), a copy of which is on file with the City Clerk; and Whereas, the Agency has made studies of the impact of the proposed Fifth Amendment and has determined that the proposed amendment will promote the proper redevelopment of the Project Area in accordance with the goals, objectives, and policies of the City of Redwood City's General Plan, the Redevelopment Plan, and the Redevelopment Law; and Whereas, the Agency has prepared and submitted, and the Council has reviewed and considered, a written report on the proposed amendment (the "Report to City Council") pursuant to Health and Safety Code Section 33457.1, a copy of which is on file with the City Clerk; and Whereas, the purpose of the Fifth Amendment is to extend the deadline for commencement of eminent domain proceedings by the Agency by six years. This amendment will not change the uses permitted within the Project Area; and Whereas, the Planning Commission, which is the duly designated and acting official planning body of the City of Redwood City, has submitted to the Council its report and recommendation dated May 1, 2001, recommending approval and adoption of the Fifth Amendment based on an extension of the deadline for commencement of eminent domain for six years and has certified that the Fifth Amendment conforms to the General Plan; and -1- AK/DES: 6/19/01
