Currently only 4 instructors are over the $50.00
cap. In order to compensate for budget cuts and bring in additional
revenue, the Department felt a cap was a more equitable policy to implement
rather than renegotiate all the percentage splits with the instructors.
Redwood Cityls payment cap is still well above' other neighboring cities.
Several of the Commissioners felt that this new policy penalized
instructors who drew a large number of students and that there was no
incentive for them to recruit additional people. They also had some doubt
whether this new policy would actually result in an increase in_income for
the City. Superintendent Hartman explained that the Department furnishes

.
