<br />DES:dp:4/1/77R <br />4/4/77RR <br /> <br />0 R DIN A N C E <br /> <br />1 704 <br /> <br />ORIGiNAL <br />APR 11 1977 <br /> <br />N o. <br /> <br />--------- <br /> <br />ORDINANCE DETERMINING AND DECLARING WATER SHORTAGE <br />EMERGENCY, ESTABLISHING REGULATIONS AND RESTRICTIONS <br />ON THE DELIVERY AND CONSUMPTION OF WATER, AND ESTAB- <br />LISHING PENALTIES FOR VIOLATIONS THEREOF <br /> <br />THE COUNCIL OF REDWOOD CITY DOES ORDAIN, AS FOLLOWS: <br /> <br />Findings and Determinations. <br /> <br />The Council of <br /> <br />SECTION 1. <br /> <br />Redwood City hereby finds and determines that: <br /> <br />(b) <br /> <br />(c) <br /> <br />(d) <br /> <br />( e) <br /> <br />( a) <br /> <br />Pursuant to agreement dated June 1, 1961, by and <br />between the City of Redwood City, California, and <br />the City and County of San Francisco, California, <br />said City of Redwood City purchases water for <br />municipal purposes and for resale to customers and <br />users of its water system. <br /> <br />A generally prevailing condition of drought has <br />seriously reduced the supply of water available to <br />the City and County of San Francisco and the City <br />of Redwood City. <br /> <br />Pursuant to Resolution No. 7761, adopted February 7, <br />1977, this Council established a water conservation <br />policy and guidelines implementive thereof in order <br />voluntarily to reduce water usage in an amount equal <br />to not less than ten percent of the levels of water <br />usage occurring in 1976 for corresponding periods of <br />time. Said voluntary water conservation program is <br />insufficient to conserve that amount of water necessary <br />to preserve the water supply available for the needs <br />of the users of the water system of the City of Redwood <br />City. <br /> <br />The City and County of San Francisco, acting by and <br />through the San Francisco Water Department pursuant to <br />direction of the Public utilities Commission of said <br />City and County, has requested that all of its water <br />resale customers, including the City of Redwood City, <br />immediately institute a water conservation program <br />designed to effect a reduction in water usage equal <br />to 25 percent of the water usage for corresponding <br />periods of time in 1976. <br /> <br />The ordinary demands and requirements of water <br />customers and users of the water system of the City <br />of Redwood City cannot be satisfied without depleting <br />the water supply of the City to the extent that there <br />would be insufficient water for human consumption, <br />sanitation, and fire protection. <br /> <br />1 704 <br />
