RESOLUTION NO. 18-01 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY APPROVING A PLANNED COMMUNITY PERMIT <br />AND A PLANNED DEVELOPMENT PERMIT FOR THE MEDICAL <br />OFFICE BUILDING 2 (MOB2) LOCATED AT 1175 MARSHALL STREET <br />WHEREAS, the Applicant, Kaiser Permanente Hospitals ("Applicant"), submitted <br />an application fora Planned Community Permit, (PC016-003) and Planned Development <br />Permit (PD2017-008) for Medical Office Building 2 (MOB2), including a 197,800 square - <br />foot, four story building built over three levels of underground parking located at 1175 <br />Marshall Street (the "Project"), which is located within the Downtown Medical Campus <br />(Kaiser) Precise Plan; and <br />WHEREAS, on November 30, 2017, the Architectural Advisory Committee of the <br />City of Redwood City (Committee) conducted a public hearing to consider the proposed <br />project. The AAC considered the development standards and urban design guidelines of <br />the Precise Plan, and recommended that the Planning Commission approve the project <br />as proposed by the Applicant in that the site planning, building height, massing and <br />articulation, architectural detailing and sustainability features are consistent with the <br />Precise Plan goals and development standards and the intent of its urban design <br />guidelines; and <br />WHEREAS, the Commission is empowered by Article 52 (Planned Community <br />District or P District) of the City of Redwood City Zoning Ordinance and the Precise Plan <br />to act upon the subject application; and <br />WHEREAS, on February 6, 2018, the Commission considered the staff reports, <br />oral and written, and testimony and materials presented by all those wishing to be heard <br />on this Project at the duly noticed public hearing on this matter; and <br />WHEREAS, the Commission considered an EIR Addendum and its conclusions <br />prepared by the City's Planning & Housing Division, the previously certified Downtown <br />Medical Campus Environmental Impact Report (the "EIR") (State Clearinghouse <br />#2002092050), including the Statement of Overriding Considerations in City Council <br />Resolution No. 14549, and previously adopted addenda to the EIR, as part of the City's <br />consideration of the Project; and <br />WHEREAS, on February 6, 2018, the Commission conducted a duly noticed public <br />hearing, in accordance with all applicable requirements of the State Planning and Zoning <br />Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to consider <br />approval of the Project, and received and considered oral and written reports and <br />application materials; and <br />WHEREAS, the Commission has determined that the proposed Project is <br />consistent with the Precise Plan goals, development standards, and urban design <br />guidelines and applicable provisions of the Redwood City General Plan, Municipal Code <br />and Zoning Ordinance. <br />ATN/RESO.0008/PC RESO APPROVING PC & PD AT 1175 MARSHALL STREET <br />REV: 02-07-18 PR <br />Page 1 of 16 <br />
