04/09/2018 <br />RESOLUTION NO. 15652 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AMENDING AND ADOPTING CERTAIN FEES AND CHARGES <br />FOR COMMUNITY DEVELOPMENT AND FIRE SERVICES <br />WHEREAS, the City Council of the City of Redwood City ("City") is empowered to <br />impose reasonable fees, rates, and charges to offset the costs for municipal services; <br />and; <br />WHEREAS, the City Council has, through prior actions, adopted various fees and <br />charges requested by individual City Departments; and <br />WHEREAS, pursuant to Resolution No. 15583, adopted May 8, 2017, the City <br />Council adopted certain fees for the Community Development, Police, and Fire <br />Departments, including approval of an annual increase of the fees to reflect the net change <br />in average City salaries and benefits costs for each fiscal year (the "Annual Cost <br />Adjustment"); and <br />WHEREAS, the Community Development and Fire Departments recommend <br />amending certain existing fees and adopting certain new fees to better reflect the services <br />they provide and to recover appropriate costs; and <br />WHEREAS, in Fiscal Year 2016 Matrix Consulting Group conducted a Cost <br />of Services (User Fee) Study with respect to certain user fees in order to determine <br />the cost to the City of providing such services and provided a final report to the City <br />dated February 16, 2017 (the "Matrix Study"); and <br />WHEREAS, the Community Development and Fire Departments have conducted <br />subsequent extensive analysis of their respective services to ensure that the fees <br />charged reflect the actual costs to the City and the City's taxpayers in providing those <br />services; and <br />WHEREAS, the City utilized the cost recovery model developed by Matrix <br />Consulting Group to determine the appropriate amounts for the Proposed Fees (as <br />defined below), and, in so doing, the City applied the applicable Annual Cost Adjustment <br />to the hourly rates set forth in the Matrix Study; and <br />WHEREAS, it is the general policy of the City to charge for the full costs of services <br />provided by City Staff when such services benefit individual users rather than members <br />of the community as a whole; and <br />ATTY/RESO.0022/CC RESO AMENDING AND ADOPTING CD & FIRE SERVICE FEES RESOLUTION NO. 15652 <br />REV: 04-04-18 JS MUFF NO. 301 <br />Page 1 of 9 <br />
